Health Licensing Office

The State of Oregon's Health Licensing Office (HLO), part of the Oregon Health Authority's Public Health Division, is a central licensing and regulatory office that oversees multiple health and related professions. HLO protects the health, safety and rights of Oregon consumers by ensuring only qualified applicants are authorized to practice. HLO reviews and approves applicant qualifications, conducts examinations, inspects thousands of licensed facilities and independent contractors, responds to and investigates consumer complaints, and disciplines licensees who are found in violation of state requirements.

To that end, HLO works with 16 boards, councils and programs in the State of Oregon.

Rules Advisory Committee Members Needed

The Board of Cosmetology and Board of Certified Advanced Estheticians will participate in a collaborative rulemaking process to delineate the scope of practice between basic and advanced esthetics as well as qualification and practice standard requirements.

As part of the rulemaking process a joint Rules Advisory Committee (RAC) will be appointed made up of both advanced and basic estheticians.

Implementation of Oregon Common Credentialing Program Delayed

Although the Oregon Health Authority (OHA) is making steady progress towards implementing the Oregon Common Credentialing Program (OCCP), they have decided to delay the required participation start date. Required participation in the OCCP had been set to begin November 5, 2018. This requirement has now been postponed with a yet to be determined new start date.

Meeting Rescheduled for Respiratory Therapist and Polysomnographic Technologist Licensing Board

​​The board meeting originally scheduled for Friday, June 22, 2018, for the Respiratory Therapist and Polysomnographic Technologist Licensing Board has been rescheduled for Monday, August 13, 2018, at 9 a.m. at the Health Licensing Office, 1430 Tandem Ave. NE, Suite 180, Salem, OR 97301.
