The City of Independence is located in Polk County just west of the Willamette River. The City of Independence is less than 10 miles south of Salem.

Independence State Airport is sited on 69 acres approximately one mile north of Independence. 

The Airport is owned and operated by ODAV. Nearby points of interest include the State Capitol Building (Salem); Gilbert House Children's Museum; and Mission Mill Village, which depicts the lifestyle of Oregon's settlers. Honeywood, Oregon's oldest winery, is located nearby. Area businesses include Boise-Cascade, Franklin Swede, and Western Oregon University, which employs many people. 

The Airport has one runway oriented in a north-south direction. This visual approach runway, Runway 16/34, measures 3,142 feet in length by 60 feet in width. This runway is served by a full-length parallel taxiway. Runway 16/34 is equipped with MIRL and PAPIs. The Airport currently accommodates 191 based aircraft and handles approximately 33,658 annual general aviation operations. An estimated 71 percent of the Airport's operations are itinerant.

The Oregon Department of Aviation is planning to start the Independence Taxiway, Taxilane, and Apron Surface Seal Project in September 2025.

This project will include crack seal, asphalt patch repair, surface seal, and new pavement markings on the taxiway, taxilanes, and apron. 

Independence

The runway will remain open throughout most of the project, but is expected to be closed for 2 days. The taxiway, taxilanes, and apron will be closed in 5 different work areas over 17 days. A detailed schedule and start date will be provided in the coming weeks. 

(!) When the runway is closed, fixed wing aircraft will not be able to arrive or depart at Independence until the runway reopens. When the runway is open during construction, back-taxi may be required depending on taxiway closures. Limited portions of the apron and taxilanes may be available for parking or access to hangars. 

(!!) Please check NOTAMs for closure times and the most current airport surface closures. Helicopters may arrive or depart directly to/from open areas of the airport. As always, please remain outside of, and avoid low flight over closed work areas.

The Independence State Airport Taxiway, Taxilane, and Apron Surface Seal Project will begin September 2nd, 2025.

Independence

Starting September 2nd, The taxiway, taxilanes, and apron will be closed in 5 different work areas over 17 days. the runway will remain open throughout most of the project, but may be closed for 2 days.  All surfaces will reopen as soon as work in those respective areas is completed. Additional outreach will be sent as updates become available.

(!) When the runway is closed, fixed wing aircraft will not be able to arrive or depart at Independence until the runway reopens. When the runway is open during construction, back-taxi may be required depending on taxiway closures. Limited portions of the apron and taxilanes may be available for parking or access to hangars.

9/16 Update - Due to a few minor setbacks and our aggressive schedule to minimize impacts during construction, we have another change to the schedule for this project. Please see the updated remaining work schedule below. A full resolution pdf of the phasing plan is attached via a link at the bottom of this notice.

Summary Highlights:

Work is ongoing in Work Area 4 through the morning of Thursday September 18th.

The taxilane portion of Work Area 3 will occur Wednesday evening to Thursday morning

Work Area 1 and the apron portion of Work Area 3 will occur Thursday afternoon to Friday morning

Work Area 2 will occur Friday afternoon, and reopen without markings before the event Saturday morning, then markings will be applied Saturday afternoon. 

Work Area 5 will occur Wednesday morning to Friday evening

Update -The Independence State Airport Taxiway, Taxilanes, and Apron will close for final markings application Tuesday October 21st, 2025.

Final markings application will complete the Taxiway, Taxilane, and Apron Surface Project, which was substantially completed in September this year, and included crack seal, asphalt patch repair, surface seal, and new pavement markings on the taxiway, taxilanes, and apron. 

Summary Highlights:

Starting 10am on Tuesday October 21st, Work Area 1 (the north half of the parallel taxiway) will be closed. The remaining work areas will close in succession as the previous work areas are completed.

Because this work will move quickly, we do not have a schedule for when each work area will be closed. We will keep access to the runway open and publish the latest closure information using NOTAMs.

All work areas are expected to be completed by 7pm on the same day*.
