Planning and Programs

The Planning & Programs Division at the Oregon Department of Aviation (ODAV) helps improve and develop aviation across the state. It manages important grant programs, oversees airport planning, and ensures Oregon’s aviation infrastructure is strong and up to date.

Key Programs

Airport Planning & Development
  • Plans for the future of 28 state-owned airports, assists with other 68 public use airports when applicable.
  • Coordinates the Oregon Aviation Plan and works with local communities on land use planning.
  • ODAV Statewide Disparity Study.
Oregon Aviation Plan
Infrastructure & Maintenance
  • Manages the Statewide Pavement Programs (including PEP and PMP) to keep airport runways and surfaces in safe and operational condition. 
  • Oversees the Statewide Capital Improvement Program (SCIP) and works with the FAA to improve airports in the National Plan of Integrated Airport Systems (NPIAS).
  • Handles FAA Airport Improvement Program (AIP) projects toward airport improvement projects and state-owned airports.
Resiliency & Wildfire
  • Evaluates the capacity of key airports to withstand and recover from major seismic events aiming to enhance emergency response and economic stability statewide.

  • Runs the ASAP grant programs to support airport projects.
  • Helps review aviation projects through Connect Oregon.
  • Manages procurement and contracts for agency projects.
Regulatory & Compliance
  • Reviews and approves Tall Structure projects to ensure they meet safety regulations.
  • Prepares the Statewide Rates & Charges Report for airport fees and costs.
  • Oversees Oregon Administrative Rules (OAR) related to aviation (Chapter 738).

New & Emerging Aviation Technologies (AAM)
  • Supports the development of Advanced Air Mobility (AAM) and other cutting-edge aviation technologies.
