All aircraft in Oregon must register with ODAV and is required by Oregon State law.
Aircraft Registration and Renewal
Oregon law (ORS 837.040) requires aircraft owners to register their aircraft with the Oregon Department of Aviation (ODAV) within 60 days if:
- They live in Oregon and own an aircraft based in the state.
- They are non-residents but own an aircraft based in Oregon.
- They own an aircraft used for commercial operations in Oregon.
Registration fees help fund public use airport improvements and maintenance. Fees also aid in aviation system planning and other efforts to strengthen Oregon’s aviation network.
You must register within 60 days if you:
- Buy a new aircraft.
- Bring an aircraft into Oregon.
- Return an aircraft to service after it was previously unable to fly.
According to ORS 837.045, missing the registration deadline results in a penalty fee, which may be prorated. For help with fees contact the

Registering Public Use UAS/Drones
Oregon law (ORS 837.360) states that all public bodies that fly UAS/drones in Oregon must register with Oregon Department of Aviation (ODAV). Schools and other educational groups only need to register as a user, not for each drone.
If you're flying a drone for personal use, you do not need to register with ODAV. But you should check with the FAA as they may have rules about registering drones for personal use.
To register your public use drone, fill out the
Registration Form and send it in with your payment.
Public Use UAS/Drone Reporting Requirements
ORS 837.360 also requires public agencies that register one or more UAS to submit a yearly report to ODAV. This report must:
- Summarize how often the agency used drones during the past calendar year;
- Explain the main reasons the agency used drones during the past year; and
- Show how the public can find the agency’s drone policies and procedures, as required under ORS 837.362.
