The Planning and Programs Division at the Oregon Department of Aviation administers all ODA aviation grant programs, statewide planning and projects at public-use and private-use airports, and is responsible for:

Airport Planning for the 28 State Owned Airports

Statewide Pavement Maintenance (PMP) and Evaluation Programs (PEP) that serve all public use paved airports in Oregon
Statewide Capital Improvement Program (SCIP) and Federal Aviation Administration (FAA) coordination for all NPIAS general aviation airports
FAA Airport Improvement Projects (AIP) capital projects management
Agency procurement and contracting
ASAP grant programs associated with HB2075 (2015)
Connect Oregon modal coordination and review for Aviation projects in non-highway programs
Oregon Aviation Plan and coordination of land use planning for aviation & airports.
Tall Structure review and determination as mandated by statute
