ODAV Statewide Disparity Study

The Oregon Department of Aviation has contracted with Keen Independent Research to conduct a statewide disparity study for Oregon NPIAS airports outside the Port of Portland. The results of this study will be available to participating airports for use in their DBE Program and Goal Methodology and will keep airports current on requirements for eligibility to receive FAA AIP funds. In addition, the study will assist us all in more effectively offering procurement opportunities to all Oregon Disadvantage Business Enterprises (DBE) and our COBID certified businesses which are key parts of Oregon’s small business sector, our economic foundation for jobs, innovation and opportunity.

The Statewide Disparity Study is a legal requirement of the FAA to comply with the DBE program, 49 CFR Part 26. The study will determine the availability versus utilization of minority and women owned businesses. The study results will help FAA DOT fund recipients comply with the mandatory regulatory requirements for establishing DBE goals on federally-assisted contracts.

The study will use quantitative data about businesses in the marketplace for FAA funded projects. Participation through stakeholder meetings and procurement data, for example, will help ensure the data and results more accurately reflect the reality of Oregon contracting availability, processes and local economies. The study results and recommendations will then be available for participating airports use to develop and implement their DBE Program and Goals. Airports will need this information to remain eligible to receive FAA funding.
