2020 Oregon Plumbing Specialty Code Adoption

Adopting the new model code

The division is working with the State Plumbing Board to adopt the 2021 Uniform Plumbing Code (UPC) as the base model code for the 2020 Oregon Plumbing Specialty Code (OPSC). The anticipated effective date is Oct. 1, 2020.

New this cycle:

High-efficiency standards for plumbing fixtures and fittings

The division and the State Plumbing Board adopted new high-efficiency standards for plumbing fixtures and fittings, aligning Oregon with the WaterSense water conservation program. These standards apply to all new construction in Oregon and are available for use by the plumbing industry immediately, becoming effective on Oct. 1, 2020. The division is providing a phase-in period in advance of the adoption of the 2020 Oregon Plumbing Specialty Code to provide adequate notice to licensees, distributors, manufacturers and building owners to ensure they would have adequate inventory to comply with the new code standards. The division adopted residential water conservation standards in 2017. These new standards expand on that action and apply to all commercial and residential construction in Oregon.

Technical model code review committee

The board has appointed a technical model code review committee to review the provisions of the 2021 UPC and the existing Oregon amendments. This committee will provide a recommendation to the board for the adoption of the 2020 OPSC.
