Michele Oakes serves as mentor program coordinator, professional advancement & support systems coordinator, and elementary writing coach at Bend-LaPine School District. A National Board Certified teacher, Chair Oakes has 25 years of experience
as a primary classroom teacher and instructional coach. She served as chair of the Governor’s Council on Educator Advancement and helped develop HB 2763, which provides reimbursement to teachers for the cost of achieving National Board Certification.
Don Grotting joined the Beaverton School District in July 2016. He has served as a Superintendent in Oregon for the past 22 years, during which time, he has established himself as a leader in the state and national education arena as well
as the communities he serves. His dedication to students and their families is evident in his past work as a teacher and Superintendent in the Powers, Nyssa and David Douglas school districts. He was selected as Oregon Superintendent of
the Year in 2014.
Superintendent Grotting is the immediate past President of the Oregon Schools Athletic Association and has been a long-time member of its Executive Board. He previously served as an advisor to the State Board of Education, and was a member of Oregon Governor
Kate Brown’s Advisory Council on Education. Supt. Grotting is also known statewide and nationally for his work and leadership in early childhood education and Career Technical Education.1
Paul Andrews is the superintendent of the High Desert Education Service District, where he oversees the regional services available to school districts in Central Oregon and outlying communities. Director Andrews previously served as the deputy
superintendent, director of special programs, and the executive director of school improvement for High Desert ESD. He sits on numerous nonprofit boards and is the co-coordinator of Lewis and Clark College’s Central Oregon education administrative
Lindsey Capps is Oregon’s chief education officer and was previously education policy adviser to Governor Kate Brown. He formerly was deputy to Chief Education Officer Nancy Golden. Prior to his recent leadership role, Director Capps was instrumental in
the creation of the Center for Great Public Schools, a hub for education policy, practice and research within the Oregon Education Association. He served as Chair of the statewide Coalition for Quality Teaching and Learning, and was an executive
committee member of the Oregon Leadership Network, an initiative of Education Northwest to improve educational equity in Oregon’s public schools.
Miriam Calderon is the Early Learning System Director overseeing the Early Learning Division in Oregon. Before coming to Oregon, Miriam served as the Senior Director of Early Learning at the Bainum Family Foundation, where she shaped a new
$10 million dollar investment in a birth to three system for the District of Columbia. She also was a senior fellow with the BUILD Initiative, leading BUILD's work related to dual language learners, and serving as a faculty member for BUILD’s
Equity Leaders Action Network.
Previously, Calderon served as a political appointee in the Obama Administration, advising on early learning policy at the Domestic Policy Council at the White House and at the Department of Health and Human Services. She also served as the
Director of Early Childhood Education at DC Public Schools, where she oversaw Head Start and pre-kindergarten programs, including helping to implement universal pre-kindergarten in DC.
Calderon was also Associate Director of Education Policy at the National Council of La Raza, a Hispanic civil rights organization. There she focused specifically on early education policy for Hispanic and dual language learner children. She
began her career in early childhood working as a mental health consultant in Head Start programs in Portland, Oregon. She has published several reports on early childhood education. Calderon holds a Bachelor of Arts degree in Sociology from
the University of Delaware and a Master of Social Work degree from Portland State University
Christy Cox is senior program officer for Early Childhood Development, the Ford Family Foundation, working to increase the number of children in rural Oregon and Siskiyou County California, who enter kindergarten school-ready. Prior to her
current role, she provided training and technical assistance to Head Start Region X grantees and two national centers. She taught for nine years in Washington State and abroad in preschool, elementary, and middle school. Director Cox is
a member of the Cow Creek Band of the Umpqua Tribe and serves on the Tribe’s Education Committee and Foundation Board.
Colt Gill is the Director of the Oregon Department of Education. He served previously as Oregon’s first Education Innovation Officer. In this position, he focused on improving graduation outcomes. He has been an Oregon educator since 1989,
most recently serving as superintendent of the Bethel School District in Eugene. He is an adjunct professor at the University of Oregon and has served on a number of boards and commissions relating to education and children’s health and
An educator for 25 years, Mark Girod is dean of the College of Education at Western Oregon University and president of the Oregon Association for Colleges of Teacher Education. He is Past President of the Oregon Association of Teacher Education
and served on the Oregon Coalition of Quality Teaching and Learning and the Oregon Association for Supervision and Curriculum Development. He just completed two terms as a commissioner with the Oregon Teacher Standards and Practices Commission.
A Latin American immigrant, Ana Gomez began her education career as a high school teacher before developing the Juntos Program at Oregon State University. Director Gomez now serves as state coordinator of the Juntos program, which provides
culturally relevant programming for 8-12th grade students and their parents, with the goals of preventing youth from dropping out of high school and encouraging families to work together to gain access to college.
Bill Graupp (BSEE, Drexel University, MBA, Portland State University) is a DFM applications engineer at Mentor Graphics on the marketing team and has been in the semiconductor industry for 38 years. He also contributes to his community as
the Mayor of Aurora for five years and North Marion School District Board member for six years. Bill is the current board chair for the Oregon Future Business Leaders of America Foundation (OR-FBLA), delivering business curriculum to
over 2,000 high school students in Oregon. He currently serves on the Oregon Educators Benefit Board (OEBB) by governor’s appointment and recently completed the Oregon Leadership Institute with the Oregon School Boards Association (OSBA),
achieving platinum level of leadership training. A current project is creating a Career Technical Education (CTE) program for local high school students at the Aurora State Airport focused on aviation business careers.
Michelle Homer Anderson is the Head Start director at Southern Oregon Head Start, which serves 1,000 Head Start preschool children, 164 Early Head Start children, and 183 families in Listo, a literacy program for Spanish-speaking families.
She is a licensed naturopathic physician and one of five master trainers who deliver training in adverse childhood experiences and building resiliency. She currently serves on the boards of Jackson Care Connect and the Oregon Head Start
Association, and has served on the Oregon Board of Naturopathic Medicine, and the Maslow Project, a program that provides support to homeless youth aged 0-21 and their families to help ensure that children are able to stay in school and
complete their educations.
Belle Koskela is an instructional coach and secondary teacher in the David Douglas School District, where she has worked since 2005. She has taught English, math, history and an Introduction to Interpretation course for bilingual high schoolers
in addition to mentoring new teachers and facilitating professional learning. She coordinated the district’s Equity Pilot with the Chalkboard Project using improvement science and is an adjunct professor at Lewis and Clark’s graduate teaching
Marvin Lynn has worked in the education field for 25 years, currently serving as dean of the Graduate School of Education at Portland State University. He is chair of the Legislation and Policy Subcommittee for the Oregon Association of Colleges
for Teacher Preparation and a commissioner for the Council for the Accreditation of Educator Preparation. Director Lynn became a teacher at age 22, and taught elementary school in New York City and in Chicago Public Schools.
Born and raised in Klamath Falls, Ken Martinez began his career as an educator at Eagle Ridge High School, as the charter school was launching. While teaching social studies, he served as lead teacher and teaching and learning facilitator.
For the past four years, he has been a secondary instructional coach in the Ontario School District, developing professional learning opportunities for staff, mentoring new teachers, and supporting implementation of district and building-wide
initiatives. In addition to being an educator and parent to four children, he provides infant and toddler foster care.
Martha Richards is executive director of the James F. and Marion L. Miller Foundation, which provides $5 million annually to partnerships between nonprofit organizations and Oregon’s schools/districts to strengthen student learning. In addition, Director
Richards serves on the Executive and Development Committees of the Chalkboard Project, on the board of Foundations for a Better Oregon, and most recently, on the Governor’s Council on Educator Advancement. Raised in a family of educators,
Director Richards brings expertise in organizational development, management, and fundraising.
Anthony Rosilez is executive director of the Teacher Standards and Practices Commission, Oregon’s teacher licensing agency. Director Rosilez has held leadership roles both at the college level and at school districts. He most recently was
vice president of student and personnel services, and legal counsel at Klamath Community College. Before that, he was an assistant professor at California State University San Marcos. Previously, he served as superintendent at Romoland School
District in California and assistant superintendent at Harlem Consolidated School District 122 in Illinois.
Jenna Schadler is a grant liaison at North Clackamas School District, where she manages the district’s Collaboration Project. Director Schadler grew up in a family of educators and spent 10 years as an ELD specialist in elementary and middle
school. She has been part of the Governor’s Council on Educator Advancement since 2016 and serves as a leader in professional learning and mentoring other districts in implementing quality assessment practices.
Laura Scruggs is an 8th grade Language Arts and Social Studies teacher in Springfield. Director Scruggs has been in education for 25 years with 20 years of classroom experience and five years as a grant coordinator where she focused on equitable
hiring practices, mentoring and induction programs, teacher leadership, and professional development. She has been part of the Governor’s Council on Educator Advancement since 2016. Director Scruggs is also a Board Director for the Oregon
Education Association and the Springfield Education Association Bargaining Chair.
Melissa Wilk has taught in classrooms across the Willamette Valley and currently teaches 1st Grade for the Glide School District. As a first-generation college graduate, she received the Renaissance Foundation Scholarship while attending Lewis
and Clark Graduate School of Education. Melissa has taught early education up through adult learning while living in Central America and most recently, while commissioned by Fulbright in La Rioja, Spain. Wilk represents early educators on
the Site Council.
Born and raised in La Grande, Oregon, Matt Yoshioka is the director of curriculum, instruction and assessment for the Pendleton School District. He taught 6th grade for seven years before serving as assistant principal, and then principal
of Sunridge Middle School and principal of Lincoln Primary School. He also served on the Governor’s Council for Educator Advancement.
Nicholas Viles (Siletz) is an education specialist with the Confederated Tribes of Siletz Indians. He provides educational support to students in grades K-12 as well as students enrolled in colleges, universities, and vocational training programs.
He is an alumnus of the University of Oregon and Stanford University. His interests include indigenous language revitalization and instruction.
Senator Roblan represents Oregon's 5th Senate District, which includes counties along the Oregon coast (from Coos, Douglas, Lane, Lincoln and Tillamook) and parts of Polk and Yamhill counties.
Representative Susan McLain is a 5th generation Oregonian, raised on farms in the Willamette Valley. A graduate of Western Oregon University (formerly Oregon College of Education), Rep. McLain spent over 40 years teaching and coaching speech and debate in Hillsboro. In 2011, she was honored to receive a Crystal Apple award for outstanding local teachers from the Hillsboro Chamber of Commerce. Rep. McLain recently received a national award for longevity and excellence as Glencoe High School’s Speech and Debate coach. After her election to the Oregon State House in 2014, Rep. McLain has been a legislative advocate for Oregon students, teachers, and schools.
