Fleet and parking

If you are a designated as a “user,” type in the following URL in your browser: https://columbia.das.state.or.us/fleet/invoice/xxxxxxx (where xxxxxxx is your six-digit agency number followed by one additional zero, e.g.: 1071030, 6350000).

If you are not a designated “user,” contact your agency’s security officer or alternate security officer. They will email authorization for access to the DAS Fleet billing coordinator at motor.billing@oregon.gov by doing one of the following: (1) fill out the user request form and attach to the email, or (2) include the following information in the body of the email: first name, middle initial, last name, email address, RACF ID, and who the new user is replacing, if anyone.

A RACF ID is the ID that is used to access the DAS mainframe. If you do not have a RACF ID, you may use your PPDB ID. If you need assistance locating or obtaining either of these IDs, contact your agency personnel officer.

A new security officer request form needs to be completed and signed. Either fax to 503-378-5813, scan and email to motor.billing@oregon.gov, or mail to 1100 Airport Rd SE, Salem OR 97301-6082.
     Security officer request form

Your agency’s security officer or alternate security officer emails authorization to make this change to the DAS Fleet billing coordinator at motor.billing@oregon.gov by doing one of the following: (1) fill out the user request form and attach to the email, or (2) include the following information in the body of the email: first name, middle initial, last name, email address, RACF ID, and who the new user is replacing, if anyone.

The invoices are in PDF and MS Excel format.

If you signed in with your correct user ID and password and you receive an error message or nothing happens, you need to change your password. Unfortunately, the system does not give you an alert to indicate that your password has expired.

You can either change your expired password online at https://columbia.das.state.or.us:3025/cics/wtst/daswpscp/ or you can change it through the mainframe using the CESN screen. If you change your DAS mainframe password, it also changes it for access to the online invoice system.

First alternate way to change your password

  1. Click on your computer's start button
  2. In the "Search programs and files" box, type "cmd"
  3. Click on the "cmd.exe" link at the top of the search results box
  4. In the cmd.exe screen type "ftp columbia.state.or.us" and press the enter button on your keyboard
  5. Type your ID number and press the enter button on your keyboard
  6. Type "your current password/your new password/your new password again to confirm" (do not use spaces; remember, your password must be seven to eight characters long with at least one number) and press the enter button on your keyboard
  7. If you successfully changed your password, type "quit" and press the enter button on your keyboard
  8. Type "exit" and press the enter button on your keyboard

Second alternate way to change your password

  1. Open your browser
  2. In the address bar, enter the URL for your agency’s motor pool Web invoice page - https://columbia.das.state.or.us/fleet/invoice/xxxxxxx (where xxxxxxx is your six-digit agency number followed by one additional zero, e.g.: 1071030, 6350000) - and press the Enter button on your keyboard
  3. You will see a pop-up box that shows “DAS_ENTERPRISE_SERVER”, User name:, Password:
  4. Enter your user ID in the User name: field
  5. In the Password: field type "your expired or temporary password/your new password/your new password again to confirm" (no spaces) and press the enter button on your keyboard
  6. The pop-up box will reappear
  7. Enter your user ID in the User name: field and your new password in the Password: field and press the enter button on your keyboard

You will need to email GGDC Security at DAS.RACFUserAdm@oregon.gov and ask them to reset your password.

Your password expires every 90 days. Since no notification is sent to remind you, you may want to create a "change password" reminder on your calendar for every 85 days.

  • Must be seven or eight characters
  • Must contain at least one number and one letter
  • Must differ from previous passwords
  • Must be changed every 90 days
  • Should have numbers somewhere in the middle, not at the beginning or end
The two are linked since your user ID is the same as the ID you use when you sign onto the mainframe screen.

The most current three months are available on the website.

As a result of offering the invoice in MS Excel format, each section is created as a separate spreadsheet since the data points differ from section to section.

When viewing your agency’s invoice, there are separate links for each section of your invoice.
