2023 Pathway to Procurement Equity

The State of Oregon commissioned BBC Research & Consulting to evaluate and measure barriers Oregon businesses face as part of the state government's contract and procurement processes. This final report will help the state better understand outcomes in its current contracting and procurement processes and help identify the next steps to address any substantial disparities.

2023 Final Study Presentation

The state of Oregon's Department of Administrative Services (DAS) commissioned BBC Research & Consulting (BBC) to conduct a disparity study to assess whether businesses owned by persons of color (POCs), women, and service-disabled veterans (SDVs) face any barriers as part of the state's contract and procurement processes. Information from the study will help inform the state's efforts to encourage the participation of POC, woman, and SDV-owned businesses in its work.

 

2022 Stakeholder Engagement Session

Throughout 2022, BBC, in conjunction with the State of Oregon's Department of Administrative Services, hosted eight (8) virtual stakeholder engagement sessions via Zoom. During each session, the project team gave a presentation describing the study, including its purpose, methodology, and the study schedule. Following the presentation, attendees were given the opportunity to ask questions and submit verbal or written insights about their experiences working with the state in the Oregon marketplace. Attendees' comments had all identifying information removed and were integrated anonymously into the project team's analyses of local marketplace conditions.
