It is the goal that all vehicles in use for state business shall be used legally, courteously and safely. This toolkit provides agencies with an easy to use reference. It will help agencies develop a program with clear direction, uniform expectations and training programs specific to their needs.

VIPP applies to drivers who are authorized to operate vehicles on state business. This usually means state employees, agents, and volunteers. In certain circumstances, authorized drivers may also include temporary service providers, contract drivers (rarely permitted), or chauffeurs.
