Wednesday, June 19 – Regular meeting: 10 a.m. to 4:30 p.m.

A. Action item: Minutes from the March 20-21, 2013, regular EQC meeting
Commissioners will review and take action on the draft minutes from a recent commission meeting.

B. Informational item: City Club of Portland air quality report and recommendations
Greg Wallinger and Spencer Ehrman, City Club of Portland, will present its spring 2013 report about air quality and air toxics in Portland. The report includes specific recommendations for action, many of which involve the commission or DEQ.

C. Informational item: Umatilla Depot updates
DEQ staff will present updates about activities at the Umatilla Depot and demilitarization facility.

D. Action item: Temporary rules for Umatilla Depot
DEQ staff will present a proposal for temporary rules that would revise the listing for some types of debris and demilitarization reside. If adopted, the rules would allow the Umatilla Depot to process certain demolition-related materials more efficiently and without increased risk of contamination to the environment.

E. Informational item: Conversion technology
DEQ staff will present information about the solid waste conversion technology rules under development. The rules would govern new types of waste management, as conversion technologies are an emerging sector in Oregon. DEQ plans to propose final rules for commission action in August 2013.

Lunch and executive session

Commissioners, legal councel and some DEQ staff will meet for a working lunch and executive session from approximately 12:15 to 1:15 p.m. The session will be held pursuant to ORS 192.660(2) (h).

 

F. Informational item: Innovations in water quality protection and treatment
A panel of co-presenters will present their innovative approaches to water quality and wastewater treatment in Oregon. The panel includes:

  • Ken Williamson and Bob Baumgartner, Clean Water Services
  • Tom Penpraze, City of Corvallis
  • Ron Thames, Roseburg Urban Sanitary Authority

  • Janet Gillaspie, Association of Clean Water Agencies

G. Tour: Albany-Millersburg Talking Water Gardens
City of Albany staff will lead the commission and guests on a 90-minute tour of Talking Water Gardens, and engineered wetland used as a natural wastewater treatment system for municipal and industrial wastewater.

Evening session: Meet-and-greet with local officials
The commission will hold an informal session from 5:30 to 6:30 p.m. with local officials. No commission business will be held during this session, which is an opportunity for commissioners to meet the local, municipal and state representatives from the Corvallis area.
  
Commissioners and some DEQ staff may attend an informal, optional and self-pay dinner in downtown Corvallis on Wednesday evening. No commission business will be held during dinner. Public meeting law requires notice of this dinner.

H. Public forum
At 8:30 a.m., the commission will open public forum. This item is scheduled for 60 minutes, but time allotted may be extended or shortened at the commission’s discretion. People may present comment in-person or remotely by teleconference call at one of several DEQ offices across the state. No comments may be presented on DEQ rulemakings for which the public comment period has closed. All people wishing to comment must complete request-to-speak forms and the commission may limit times based on the number of people wishing to comment.
 
People wishing to present comment by telephone may do so at the Portland (headquarters), Pendleton and Medford DEQ offices.

I. Action item: Water Quality Division nonpoint source proposed rules
DEQ staff will propose permanent rules for commission action. The proposed rules revise language for water quality standards in the nonpoint source control program.

Dr. Lisa Gaines, director of the Institute for Natural Resources, will present an overview of its work, which supports the science-based decision-making at DEQ and many other state and local agencies.
