A. Action item: Draft meeting minutes
The commission will review and take action on draft minutes from recent regular and special commission meetings.

1:15 p.m.
B. Informational item: Update on DEQ's 2019-21 budget and operations
DEQ will update the commission on the status of agency operations and budget in light of the COVID-19 pandemic and resulting changes in state revenues.  


1:35 p.m.

C. Informational item: Update on Water Quality permitting programs
DEQ will update the commission on work undertaken in response to external reviews of the Water Quality permitting programs.

2:15 p.m.
D. Action item: Rulemaking - Water Quality Program fees
DEQ will present proposed rules to increase fees for Water Quality Program permits to implement fee increases approved by the 2019 Legislature.

3:15 p.m.
E. Informational item: Greenhouse gas emissions reduction programs
DEQ will present updates on work related to Executive Order 20-04 for greenhouse gas emissions reduction, and discuss engagement with the commission on these issues.

4 p.m.
F. Informational item: Diesel engine emissions in Oregon
DEQ will present updates on agency projects for diesel particulate emissions reduction, including a summary of the recently completed off-road diesel inventory study.

 

The commission is expected to recess at approximately 4:45 p.m.

G. Informational item: Director's report
Director Whitman will present written and verbal updates on items of interest to the commission, including agency, state and federal environmental activities.


10 a.m.

H. Informational item: Updates to the CAFO Program
DEQ and the Oregon Department of Agriculture will co-present updates about the Confined Animal Feeding Operations Program, which is operated by ODA under a memorandum of understanding between ODA and the commission. The current MOU will expire Dec. 31, 2020, and DEQ intends to bring an updated five-year MOU for commission action at the November 2020 meeting.

11 a.m.
I. Action item: 2021-23 Agency Request Budget certification
DEQ will present the proposed 2021-23 Agency Request Budget to the commission for its approval and certification of the budget materials, and will update the commission on the 2021-23 Oregon Legislative Session. 


11:45 a.m.

J. Public forum
The commission will open an opportunity for any person to address the commission on environmental topics. People presenting comment are asked to limit their speaking time to three minutes or less, and all times may be adjusted at the commission's discretion. 

The commission will adjourn the public meeting at approximately 12:30 p.m. 

 

Following the close of the public meeting, the commission will hold an executive session from approximately 12:30 to 1:15 p.m., subject to ORS 192.660(2)(f) and (h). The executive session is not open to the public; however, members of the media may attend the session but may not report on deliberations. If you are a member of the media who wishes to attend the executive session, please contact Stephanie Caldera by email no later that 5 p.m. on Thursday, June 16, 2020.
