The commission will review and take action on draft minutes from the July 16-17, 2020, regular EQC meeting.

B. Informational item: Oregon's State of the Environment annual update
DEQ will present a summary of measures, including agency-developed and state-mandated metrics, that the agency uses to track environmental health and progress in the state, and discuss ways the agency is addressing improvements and setbacks to the overall health of Oregon's air, land and water.

C. Action item, Rulemaking: Drug Take-Back Program
DEQ will present proposed rules, including fees, for the Drug Take-Back Program, as authorized by the 2019 Oregon Legislature. This program is a statewide product stewardship program for safely disposing of unused medications.

D. Informational item: Air Quality Permitting Program core work and updates
DEQ will present an update on the core work of the Air Quality Permitting Program, including a status update on the current permit backlog.

DEQ will present proposed rule amendments, including fee increases, for the Air Contaminant Discharge Permit Program for 2020 and 2021.

- During this item, the commission will be asked to take action to delegate specific authorities for administrative rule filings to a designated staff person, due to retirement of the prior Agency Rules Coordinator.

H. Informational item: Rules Advisory Committee process, Office of Greenhouse Gas Programs
DEQ will provide updates on the formation of the Rules Advisory Committee, including potential membership structures and commissioner engagement, for the Greenhouse Gas Reduction Program's cap-and-reduce rulemaking in 2021.

I. Informational item: Agency Toxics Reduction Strategy updates
DEQ will present an update on the Agency Toxics Reduction Strategy, the Focus List and next steps in 2020 and 2021.

J. Informational item: Willamette Watershed Toxics Reduction Partnership updates
DEQ and project partners will present an update on the activities, success to-date and proposed next steps for the Partnership. The Willamette Watershed Toxics Reduction Partnership is a joint commitment by EPA and DEQ to work collaboratively with interested parties to understand and reduce upstream toxics in the Willamette River that could negatively affect the success of the Portland Harbor Superfund cleanup.

K. Public forum
The commission will open an opportunity for any person to address the commission on environmental topics. People presenting comment are asked to limit their speaking time to three minutes or less, and all times may be adjusted at the commission's discretion.
The commission is scheduled to adjourn its regular meeting at 12:30 p.m.
Following the close of the public meeting, the commission will hold an executive session from approximately 12:30 to 1:15 p.m., subject to ORS 192.660(2)(f) and (h). The executive session is not open to the public; however, members of the media may attend the session but may not report on deliberations.
