401st regular meeting of the Oregon Environmental Quality Commission

Thursday, Nov. 15, 2018: 10:30 a.m. to 6:30 p.m.

  • Meeting location: Portland State University​ Native American Student and Community Center, Main Conference Room; 710 SW Jackson Street

The commissioners will take action on the proposed draft minutes from the Aug. 27, 2018, special and Sept. 13-14, 2018, regular EQC meetings. 

DEQ will present a proposal to de-list a specific waste product from a specific manufacturing process for a facility in Albany, Oregon. The proposal would allow the waste to be categorized as non-hazardous and no longer subject to hazardous waste disposal requirements.

DEQ will present updates on the outcomes of the September Legislative Days, the November 6 state elections and any other updates on agency, state and federal budget and legislative information relevant to the commission.

Working lunch and executive session
The commission will hold an executive session over a working lunch from approximately 11:45 a.m. to 1 p.m. This executive session is held under the authority of ORS 192.660(2)(h) and (i).

DEQ will present proposed rule amendments and updates for the Clean Fuels Program.

DEQ will present proposed rule amendments and updates for the Low Emission Vehicle and Zero Emission Vehicle Program. Oregon's program must remain in alignment to changes made by the California LEV-ZEV Program earlier this fall.

DEQ will present proposed rule amendments and updates for the Asbestos Program.

David Harrelson (Kalapuya), Grand Ronde Tribe's Cultural Resources Manager, will lead and evening discussion about the people, places and practices of the indigenous people of the Portland Metro area. 

​The commission is scheduled to recess at approximately 6:30 p.m. until 9 a.m. on Friday, Nov. 16, 2018. Following adjournment, commissioners and DEQ staff may attend an informal, self-pay social dinner. No commission business will be conducted at dinner.

Friday, Nov. 16, 2018: 9 a.m. to 3:30 p.m.

  • Meeting location: Portland State University​ Native American Student and Community Center, Main Conference Room; 710 SW Jackson Street

DEQ, with co-presenters, will present about mercury reduction efforts in multiple programs within the agency's Water Quality Division. 

​Item I public comment opportunity
Following the agency presentation, the commission will take up to 20 minutes of public comment specific to the content of Item I. People are asked to limit comments to three minutes or less, and will be able to sign up to comment at the meeting. No call-in option is available for this comment opportunity.

DEQ will present an informational update about proposed changes to the Oregon Smoke Management Plan. The commission will be asked to take action on proposed Plan updates in early 2019.

The commission will recess for lunch from approximately noon to 1 p.m.

Item K: Public forum
At 1 p.m., the commission will open public comment opportunity for any environmental topic. The item is scheduled to last for approximately one hour, but all times are subject to change based on commission needs and the number of people signed up to comment.

People may present, or listen to, comments in-person at the meeting venue or by toll-free telephone conference line. When presenting comment, all people are asked to state their name for recordkeeping purposes and to limit all comments to three minutes or less.

DEQ Director Whitman will present written and verbal updates on agency activities and other state and federal items of interest for the commissioners.​

Commissioners will provide verbal updates on their recent activities of interest to the commission, including any work in their liaison capacities with other agencies and boards.

​​​The commission is scheduled to adjourn by 3:30 p.m. on Friday, Nov. 16, 2018.​
