Wednesday, June 8 - 8 a.m. to 5 p.m.; 5:30 to 6:30 p.m. evening session

The commission will convene at approximately 8 a.m.

Please note: Item A will be held at the Grant County Fairgrounds: 411 NW Bridge Street  
Staff from DEQ and the Department of Agriculture will co-present on water quality-related issues and programs. This item is an opportunity for the two boards to discuss items of shared regulatory responsibility or areas of mutual oversight.
Commissioners will travel to the Grant County Regional Airport for all other meeting events, and item B is scheduled to start at approximately 10:30 a.m.
Commissioners will take action on the proposed draft minutes from the April 20-21, 2016 regular meeting.
DEQ staff and project partners will present information on environmental activities, project successes and other highlights of the work in DEQ’s Eastern Region. This item will include a presentation on the restoration work in and around Willow Creek, in the Malheur Watershed.
Working lunch and executive session
The commission will recess from approximately 12:15 to 1:30 p.m. for an executive session. The session will be held in accordance with Oregon’s public meeting laws.
D. Action item: Contested case hearing  |  Attachments
The commissioners will hear information about and take action on a contested case regarding water quality violations in Brookings Harbor.
E. Tour: Canyon Creek wildfire and Triangle Oil sites
Commissioners and some staff will take an afternoon tour of sites affected by the Canyon Creek wildfire and also the leaking underground storage tanks associated with Triangle Oil, a bulk fuel supplier in John Day.
F. Evening session with local officials
From approximately 5:30 to 6:30 p.m., the commission will meet with local officials in an informal meet-and-greet session.
The commission will recess at approximately 6:30 p.m.

Thursday, June 9 - 8:30 a.m. to 4:30 p.m.

The commission will reconvene at approximately 8:30 a.m.
At approximately 8:30 a.m., the commission will open a 60-minute public comment opportunity. People who wish to present comment are asked to complete a short registration form, available at the meeting, and are asked to limit comments to five minutes or less. No comments may be presented on a proposed rule adoption for which a comment period has been held and closed.
People may present comments in-person at the John Day meeting venue, or via telephone conference call at several DEQ offices.

DEQ staff and project partners will present information about innovative air quality activities and tools in Harney County.
Staff from the Department of Administrative Services will present an update on the recruitment efforts underway for DEQ’s director.
  • If necessary, the commission may take action to extend the recruitment period. The current recruitment will close June 13, 2016, at 5 p.m. unless the commission takes action to extend the posting.
DEQ staff will present the agency’s annual financial report and update.
The commission will recess for lunch from approximately noon to 1 p.m.
DEQ staff will present proposed changes to specific National Emission Standards for Hazardous Air Pollutants in Oregon, in conformity to recent federal changes for these pollutants. 
DEQ staff will present proposed increases to fees for the Air Quality Title V Permit Program, in accordance with the annual increase of the Consumer Price Index.
Interim Director Shepherd will present updates about the timeline and project work associated
Commissioners will present written and verbal updates on their recent activities and other items of interest to the commission. Staff will present potential items or planning ideas for future EQC meetings.
DEQ staff will present updates on agency, state and federal budget and legislative matters of interest to the commission, including actions at Legislative Days in May 2016.
P. Informational item: Director’s report
Interim Director Shepherd will present written and verbal updates on items of interest to the commission.
The commission will adjourn at approximately 4:30 p.m.​
