A. Tour  
8 a.m. Commissioners and some DEQ staff will visit the City of Prineville for a tour of the Crooked River Wetland Complex.

Lunch - Noon 
The commission will recess from approximately noon to 1 p.m. for lunch
B. Action item: Meeting minutes
1 p.m. Commissioners will take action on the proposed draft minutes from recent EQC meetings.
C. Informational item: Water Quality Permitting Program updates
1:05 p.m. DEQ will present updates on the progress of the Water Quality Permitting Program improvement project.

D. Action item: Water Quality Program fee rule proposal
2 p.m. DEQ will propose updates to fees for some Water Quality Program permits.

E. Informational item: Budget and Legislative updates
3:15 p.m. DEQ staff will present updates on agency, state and federal budget and legislative matters of interest to the commission, including updated agency budget information.

F1. Action item: Bond sale authorization
4:15 p.m. DEQ staff will present a request for commission authorization related to a bond sale to support the ongoing work of the Cleanup Orphan Site Program.

F. Action item: Budget certification
4:25 p.m. DEQ staff will present the agency’s 2017-19 Legislatively Adopted Budget for commission review and approval. The presiding officer of the commission will be asked to sign the budget submittal to indicate the commission’s certification of the materials.

G. Commissioner reports and meeting planning
4:30 p.m. The commissioners will provide verbal updates on their recent activities of interest to the commission. DEQ may present draft planning ideas for future commission meetings as part of this item.

Town hall: Comfort Inn and Suites, Bend
5:30 p.m. The commission and some DEQ staff will host an evening town hall from 5:30 to 6:30 p.m. This session is informal, and provides commissioners the opportunity to meet with local residents and discuss environmental issues, concerns and success stories. All are welcome, and light refreshments will be provided
Following the town hall, some commissioners and staff may attend an informal and optional social dinner. No commission business will be conducted at dinner.

H. Public forum
8:30 a.m. The commissioners will open a one-hour public comment opportunity. People may provide comment in-person at the meeting or by toll-free telephone conference line.
People may call in to the toll-free line to listen or to present comment. The line will be moderated by an operator, who will inform participants how to request that they are added to the commenter queue once this item begins.

J. Informational item: EDMS updates
10:45 a.m. DEQ staff will present updates on the current status for the agency’s Electronic Data Management System project.

K. Informational item: Smoke management and wildfire response
11:15 a.m. DEQ staff will present about the agency's state’s smoke management responsibilities and wildfire responses in coordination with partner agencies.

Working lunch and executive session - 11:45 a.m. 
The commissioners, some DEQ staff and Oregon Department of Justice staff will meet for an executive session over a working lunch. This executive session is held under the authority of ORS 192.660(2)(h).

1:15 p.m. DEQ staff will provide updates on the Cleaner Air Oregon project, including known timelines, opportunities for commissioner involvement and initial draft proposed rule language.

M. Informational item: DEQ processes for public comment and permit decisions
3 p.m. DEQ staff will present information about the processes and mechanisms the agency uses to solicit, review and respond to public comment for agency matters. Staff will also discuss the process used for agency decisions regarding permit review, issuance, renewals, denials or revocations.
