Meeting opening and welcome
Commissioners will take action on the proposed draft minutes from recent EQC meetings.
DEQ will present the director’s annual transactions for commission review and approval.
DEQ will present a proposed statement of delegation of formal authority from the commission to Director Whitman for the purposes of appointing individuals to DEQ’s advisory committees.
DEQ will present a proposal for the commission to revise the ways it schedules public comment at regular EQC meetings.
DEQ will present updates about the outcomes of the January 2018 Legislative Organizing Days and discuss proposed legislation of interest for DEQ in the 2018 Oregon Legislative Session, starting February 5.
DEQ will present updates on the current state of the agency’s budget, including how the current state and ongoing operational budget inform the development of the 2019-21 Agency Request Budget.
Noon - The commission will recess for lunch
DEQ will present its process for development of the Agency Request Budget for 2019-21, including proposed steps for commission and public engagement. DEQ will also present early draft ideas of Policy Option Packages and Legislative Concepts for the 2019-21 Legislative Session.
Item H, Public forum
- Directions for connecting by toll-free telephone conference
The commissioners will open a public comment opportunity for any general topics. People may provide comment in-person at the meeting or by toll-free telephone conference line. When presenting comment, either in person or by phone, all people will be asked to state their name for official record-keeping purposes and limit comments to three minutes or less. All times subject to change based on commission needs and the number of people signed up to present comment.
Item I, Informational item: Meeting follow-ups and agenda planning
DEQ and the commissioners will discuss follow-ups from recent meeting and proposed topics for upcoming meetings, review the meeting schedule for 2018 and discuss other logistic and planning details.
Item J, Informational item: Commissioner updates
The commissioners will provide verbal updates on their recent activities of interest to the commission.
5 p.m. - The commission will recess until the evening town hall
Item K, Evening town hall
Commissioners and DEQ staff will hold an informal town hall-style session to engage in conversation and discussion on environmental issues of interest.

Following the town hall session, commissioners and staff may attend an informal self-pay dinner. No commission business will be conducted at the dinner.
Friday, Jan. 19, 2018: 9 a.m. to noon; executive session noon to 1:30 p.m.
DEQ will present the review process and the resulting three-year work plan for the Water Quality Standards Program, developed through agency planning and public engagement in 2017.
DEQ will present a comprehensive overview of state and agency IT systems and the next steps for DEQ’s IT Resources Management Plan.
Director Whitman will provide written and verbal updates on state, regional and national issues of interest to the commission.
Noon - The commission will adjourn the public meeting
Working lunch and executive session
Following the adjournment of the public meeting, the commissioners, DEQ staff and Oregon Department of Justice staff will meet for an executive session over a working lunch. This executive session is held under the authority of ORS 192.660(2)(h).
