Working lunch and executive session
Commissioners, DEQ staff and Oregon Department of Justice staff will meet for an executive session over a working lunch. This executive session is held under the authority of ORS 192.660(2)(h).
Commissioners will take action on the proposed draft minutes from recent EQC meetings.
DEQ will present an update on the development of draft rules for Cleaner Air Oregon, including potential process updates or other adjustments based on the outcomes of the 2018 Legislative Session.
DEQ will present updates on the outcomes of the 2018 Legislative Session, including bills or other actions related to DEQ's work.
DEQ will present an update on the development of the Agency Request Budget for 2019-21. DEQ will also present a draft list of Legislative Concepts for commission review and approval. The draft Concepts, if approved, would be developed as possible bills in the 2019 Legislative Session.

Commissioners and staff may attend an informal self-pay dinner on Wednesday evening. No commission business will be conducted at the dinner.
Thursday, March 22, 2018: 9 a.m. to 4:30 p.m.
Director Whitman will provide updates regarding the agency's reorganization process, and introduce new members of the DEQ Leadership Team.
Director Whitman will provide written and verbal updates on state, regional and national issues of interest to the commission.
DEQ will present about the draft Electric Vehicle Rebate Program rules. DEQ will bring proposed rules for commission review and action at the May 2018 EQC meeting.
DEQ and the commissioners will discuss logistics and planning details for upcoming commission meetings. DEQ will also present information about the commission's annual self-evaluation survey, to be administered in spring 2018.
Lunch - The commission will recess for lunch from approximately 11:30 a.m. to 12:30 p.m.
Item J, Public forum - Directions for calling in for this item
The commissioners will open a public comment opportunity for any general topics. People may provide comment in-person at the meeting or by toll-free telephone conference line. When presenting comment, either in person or by phone, all people will be asked to state their name for official record-keeping purposes and limit comments to three minutes or less. All times subject to change based on commission needs and the number of people signed up to present comment.
**Item K, Informational item: Materials Management Program annual update
DEQ staff will present the annual update on the Materials Management Program and progress toward the 2050 Vision and Framework for Materials Management.

Item L, Action item: Lane Regional Air Protection Agency rules
Staff from the Lane Regional Air Protection Agency will present proposed rule updates for commission approval. As a regional air authority, LRAPA must gain commission approval for its standard revisions and rules prior to implementation.
DEQ will present a recommendation for a qualified entity to serve as the backstop aggregator for the Clean Fuels Program. If approved, the entity would be responsible for monetizing and investing the revenue from credits generated from residential charging of electric vehicles in area where the relevant eletrical utility is not generating the credits.
Commissioners will provide verbal updates on their recent activities of interest to the commission.
