Wednesday, July 11, 2018: 1 to 7 p.m.

  • The public meeting will convene at 2:45 p.m., following the commission's working lunch and executive session

Item A: Working lunch and executive session
Commissioners will meet with DEQ and Oregon Department of Justice staff over a working lunch. The executive session is held under the authority of ORS 192.600(2)(f) and (h).
 
DEQ will present information as preparation for a boat tour of project sites and locations of interest to the commission in and around Portland Harbor.
The tour will take place off-site 
The commissioners and DEQ staff will tour sites in Portland Harbor by boat.
 
Commissioners and staff may attend an informal social dinner on Wednesday evening. No commission business will be held at dinner.
 

Thursday, July 12, 2018: 10 a.m. to 7 p.m.​

The commission will introduce Greg Addington, the newest EQC member. Commissioner Addington's term of service began May 25, 2018.

The commission will review and take action on the proposed draft May 10-11, 2018, EQC meeting minutes.
 
DEQ will present updates about the Cleaner Air Oregon program development.

DEQ will present its recommendations for membership on the seven-member Hazard Index Technical Advisory Committee for Cleaner Air Oregon.
DEQ will present an update on the Water Quality Integrated Report Improvement Project and summarize the agency's engagement activities for the development of the report.

Lunch
The commission will recess for lunch from approximately 1 to 2 p.m.
 
DEQ, with partners from the Oregon Department of Agriculture and OWEB, will present on agency policy related to its Water Quality Programs. This discussion is a follow-up to a tour and information presented at the May 10, 2018, EQC meeting.

Item K, Informational item: Director's report

Director Whitman will provide written and verbal updates on state, regional and national issues of interest to the commission.
  
DEQ will present a recommended process for commission review and action to start Director Whitman's annual review. The commission is responsible for the performance review of the DEQ director. Director Whitman began service Feb. 14, 2017.
 
DEQ and LRAPA will present proposed updates to the Oregon Clean Air Act State Implementation Plan that integrate revisions to the LRAPA rules for outdoor burning. The Lane Regional Air Protection Agency has delegated authority for air quality protection in Lane County and changes to its rules must be submitted to EPA as changes to the Oregon SIP, following commission approval.
 
DEQ will present proposed rule revisions to increase the Title V permit fees by 1.99 percent, based on the increase in the Consumer Price Index in 2017. The Title V program is entirely fee-funded and state law allows the program to increase permit fees, with commission approval, by a percentage equal to the annual increase in the CPI.

**Item O: Public forum
Please note: Public forum is scheduled to start at 11:45 a.m. and last approximately 45 minutes
The commissioners will open a public comment opportunity at 11:45 a.m. for any general topics. People may provide comment in-person at the meeting or by toll-free telephone conference line. When presenting comment, either in person or by phone, all people will be asked to state their name for official record-keeping purposes and limit comments to three minutes or less. All times subject to change based on commission needs and the number of people signed up to present comment.

Lunch
The commission will recess for lunch from approximately 12:30 to 1:30 p.m.
 
DEQ will present an update on the process and timeline for the development of the Agency Request Budget. The commission will be asked to approve and certify the Agency Request Budget for submittal to the state before Sept. 1, 2018, at a special meeting to be scheduled.
 
Commissioners will review and discuss the results of their self-evaluation survey. DEQ will incorporate the survey results into the Key Performance Measure for the commission, which is updated annually as part of the agency's KPM report to the Oregon Legislature.
  
Commissioners will discuss the chair and vice-chair officer roles and DEQ will present on potential liaison roles for the commissioners with other state boards and commissions. The commission is expected to take action on these roles at the Sept. 13-14, 2018, regular meeting.
Commissioners will provide verbal updates on their recent activities or other matters of interest to the commission.
