403rd regular meeting of the Oregon Environmental Quality Commission

Portland: May 16-17, 2019

Thursday, May 16, 2019: 9 a.m. to 4:30 p.m.

The commissioners will take action on the proposed draft minutes from the Jan. 24-25, 2019, regular and Feb. 25, 2019, special EQC meetings. 

DEQ will request that the commission delegate the approvals process for the DEQ Director's transactions to ​agency's Chief Financial Officer.

DEQ will present an update about a fee increase proposal for the Vehicle Inspection Program. The fees, if approved by the Oregon Legislature, will come for commission consideration at the July 18-19, 2019, EQC meeting.​

DEQ will propose a fee increase for the Title V Program. The proposed fee increase is 2.42 percent, equal to the annual increase in the Consumer Price Index.

DEQ will propose updates to rule text that clarifies the references to the tables associated with some agency rules, and correct minor typographical and grammatical errors. The proposed changes are technical updates to ensure the agency's rules are easy to access and understand.

DEQ will present on the agency's rule development process and opportunities for commissioner involvement.

DEQ will propose to incorporate the Lane Regional Air Protection Agency's Cleaner Air Oregon rules, as approved by the LRAPA Board of Directors in March 2019, into state rulemaking records.

Working lunch and executive session
The commission will recess the public meeting from approximately noon to 1:15 p.m. During that recess, the commissioners, DEQ staff and Oregon Department of Justice staff will meet for an executive session over a working lunch. This executive session is held under the authority of ORS 192.660(2)(h).

The commission will reconvene at approximately 1:15 p.m. and open a public comment opportunity for any general topics. This comment opportunity is scheduled to last approximately one hour.

DEQ will present updates and information about the 2019 Oregon Legislative Session and budget activity related to Session.

Director Whitman will present written and verbal updates on agency activities and other state and federal items of interest for the commissioners.

The commission will recess at approximately 4:30 p.m. until 9 a.m. on Friday, May 17, 2019. 

Friday, May 17, 2019: 9 a.m. to 2:45 p.m.

DEQ will present on Water Quality Total Dissolved Gas Standards in relation to four federal hydropower dams operated by the U.S. Army Corps of Engineers along the lower Columbia River. DEQ intends to propose revisions to the TDG standards later in 2019.

DEQ will present a draft self-evaluation survey for commission discussion. The commission performs an annual self-evaluation survey, which DEQ intends to administer in June 2019, with final commission review and approval of the results at the July 18-19, 2019, regular EQC meeting.

Commissioners will present verbal updates on their recent EQC-related activities and other items of interest to the commission.

The commission will recess for lunch from approximately 11:30 a.m. until 12:30 p.m.

DEQ will present an overview of the Materials Management Grants Program and recognize JD's Shoe Repair, a recipient of a 2017 reuse/repair workforce development micro-grant from the program.

DEQ will present on the agency's environmental outcome measures, as collected from several data-reporting mechanisms at the agency, state and national level. DEQ will also present on the use of measures, generally, to track agency progress and opportunities for improvement.

The commission will accept public comments specific to item O following the staff presentation. This comment opportunity is scheduled to last approximately 15 minutes.

The commission will adjourn its meeting at approximately 2:45 p.m.
