The commission held its regular meeting on Thursday, May 7.
The meeting was conducted by teleconference, and people could connect using the Zoom platform for audio and video over computer or by telephone for audio-only connection.

A. Action item: Temporary rulemaking - Vehicle Inspection Program fees
The commission will consider a request from DEQ that it reaffirm the decision the commission made in November 2019 to adjust fees for the Vehicle Inspection Program.
9:05 a.m.
B. Action item: Rulemaking - ACDP fee increase proposal
DEQ will present proposed rules to increase fees for the Air Contaminant Discharge Permit Program to implement fee increases approved by the 2019 Legislature.
9:35 a.m.
C. Action item: Rulemaking - Greenhouse gas programs rule updates
DEQ will present proposed rule amendments for the agency's Greenhouse Gas Emissions Reporting Program to make reporting more efficient and to add requirements for third-party verification.
10:30 a.m.
D. Informational item: Executive Order 20-04 regarding greenhouse gas emissions reduction
DEQ will present information to the commission concerning Executive Order 20-04 and the actions required of the agency to reduce greenhouse gas emissions in Oregon. The presentation will include information about the Clean Fuels Program, as well as programs to cap and reduce emissions in various sectors, reduce methane emissions from landfills and implement the Statewide Transportation Strategy.

E. Action item: Rulemaking - Water Quality Program fee increase
DEQ will present proposed rules to increase fees for Water Quality Program permits to implement fee increases approved by the 2019 Legislature.

F. Action item: Contested case hearing - NW Metals
The commission will hear an appeal of the Proposed and Final Order, and associated penalty, regarding environmental violations at NW Metals, an auto salvage facility in northeast Portland.

G. Public forum
The commission will take comments and testimony from people on environmental issues. Each commenter is asked to limit their time to three minutes or less. The commission may reduce or adjust speakers' time to accommodate all people who wish to present comment during this 45-minute item.

H. Informational item: Director's report
Director Whitman will provide written and verbal updates on federal, state and agency activities of interest to the commission.
3:40 p.m.
I. Informational item: Legislative concepts and policy option packages
DEQ will present information to the commission concerning legislative concepts and policy option packages for the 2021 Legislative Session. DEQ expects to request commission approval of policy option packages at a later date.
The commission is expected to adjourn by 4:30 p.m.
