DEQ is in the process of developing a new Climate Protection Program to reduce greenhouse gas emissions and address the effects of climate change. This program will limit emissions from some of the most significant sources in Oregon, including large stationary sources, transportation fuels, and other liquid and gaseous fuels, such as natural gas.
In order to design an emissions reduction program shaped by input from stakeholders, DEQ is conducting a three-phase process. DEQ is currently in the third phase, during which a Rulemaking Advisory Committee appointed by the Environmental Quality Commission (EQC) will meet regularly to provide DEQ with diverse perspectives on policy proposals, including environmental justice, fiscal, public health, and economic impacts of the program. All Rulemaking Advisory Committee meetings are open to the public and each meeting will provide an opportunity for the public to comment. For more information, please visit the Greenhouse Gas Emissions Program 2021 Rulemaking page.
DEQ will propose rules to the EQC in late 2021 so that the program is ready to start at the beginning of 2022.
