Composting Pathogen Reduction 2019

This rulemaking is to adopt a permanent version of a previously-adopted temporary rule. DEQ recognized an unintended consequence in the wording of its pathogen reduction rule for solid waste. As formerly worded, the rule imposed different pathogen reduction requirements for anaerobic composters located on agricultural operations than for those located elsewhere. DEQ did not intend that result and has corrected that consequence in the rule wording proposed in this rulemaking.

​​​This committee's purpose is to review DEQ's draft fiscal impact statement. As ORS 183.333(3) provides, DEQ will ask the committee for its recommendations about the nature and extent of any fiscal impact, and how, if it applies, DEQ can comply with ORS. 183.540 to minimize the impact on small businesses.
