The 2021 Legislature passed HB 2165 changing requirements for the Oregon Clean Vehicle Rebate Program (e.g. Zero Emission and Electric Vehicle Rebate). This rulemaking would update the rules to be consistent with the statute. Some of the program changes include increasing the amount of the Charge Ahead Rebate to up to $5000 and allowing low-income service providers to apply for the Charge Ahead Rebate. DEQ is presenting temporary rules to implement the program changes by the effective date (Jan. 1, 2022) of the legislation. Permanent changes would need to be incorporated as quickly as possible. Being consistent with the effective date of the legislation eliminates confusion for potential program applicants.
DEQ is convening an advisory committee to review the technical issues and fiscal impacts related to the proposed rules. In convening this committee, DEQ has appointed members that reflect the range of entities that are both directly and indirectly affected by proposed changes to the rules.
