Strategic planning process
Oregon Department of Human Services (ODHS) is preparing for the future by starting agency strategic planning.
This is part of the Building Well-being Together Initiative, ODHS’s effort to shape the future of human services by focusing on innovation, belonging and equity. The purpose of this work is to create a path toward a future where everyone has the support they need to achieve whole well-being. ODHS will work with and learn from staff, communities, partners and Tribes in the process.
Plan framework
- Adopt a short list of goals to work on over the coming years. These will be crafted with community members and create clarity about agency direction and priorities.
- Center equity and include people with lived experience, local staff, communities, and Tribal Nations in the process.
- Flex ODHS’s skills in collaboration as well as strengthen partnerships.
Timeline for change

2022-2023
- Learn about gaps, barriers and opportunities from community, partners and staff
- Strengthen relationships with community and partners
- Develop a process for equity-based strategic planning
2023-2024
- Create a strategic plan with community partners
- ODHS investment in equity and community engagement
- Begin making changes to people, budget, culture, and organizational structure
2024-2025
- Work with community and partners to fill gaps and create a full continuum of care and support
- Culture of inclusion and empowerment imbedded across ODHS
