​​​​​What is Compass?

In the fall of 2017, the Office of Developmental Disabilities Services (ODDS) launched the Compass Project. The Compass Project is a large body of work that includes:

  • Developing and implementing the Oregon Needs Assessment
  • Reorienting our focus to person-centered planning 
  • Various rate setting efforts
  • Policy changes 
  • Waiver and K Plan revisions
  • Updates to the eXPRS system

The name Compass was chosen to highlight our agency’s reorientation to our North Star of person-centered-planning. Read more here

ONA Case Manager Toolkit

Starting July 1, 2018, the Oregon Needs Assessment (ONA) will replace some of the tools that have been used in the past. ONA will now be used to assess functional needs and determine level of care. The ONA will also determine if a person is eligible for their qualified PSW to receive enhanced or exceptional pay rates.

Case managers will still be important parts of the assessment process. You will also need to know how to use the assessment results to help build a good ISP. 

However, during the transition to the ONA there are going to be times when the old assessment tools will need to be used for setting rates and service levels. Right now, case managers will continue to use the current processes and tools determine the number of hours, service rates, or identify risks.

As work progresses the ONA will eventually replace the Risk Identification Tool, determine service level groupings, and assign rates.

The ONA will determine if a person meets level of care. Before the level of care form provided the choice of home and community based services to individuals. Now there is a simpler process and form for case managers to use to provide documentation of the choice that a person is making. This process is explained thoroughly in the ONA Case Management Activities Worker Guide - “Offer of Choice” section.

Case managers will probably be getting a lot of questions about the ONA. ODDS has created a webpage about the Compass Project to help answer their questions.
