Appraiser registration

Overview

To qualify as a registered property appraiser for an Oregon county or the Oregon Department of Revenue (DOR) under ORS 308.010, you must meet certain training and education criteria, file an application, and pass an exam. The criteria are:
  1. An associate in science degree (or higher) in property appraisal, real estate technology, building construction/inspection technology, engineering or forestry technology, business administration, or a related field; OR
  2. Any combination of experience or education equivalent to two years in a field that would demonstrate the capacity to work as a property appraiser. Examples include; property appraisal, public or business administration, real estate, finance, civil engineering, urban planning; OR
  3. Completion of an DOR-approved appraisal training program or county approved appraisal training program.

Examination

DOR/Human Resources will notify all applicants by mail of the results of their PD100H qualification review. If you meet qualifications to take the appraiser exam, you will be sent an acceptance letter notifying you of the five testing sites within the state. See the list of resources below that are helpful in preparing for the county property appraiser 1 examination. There is no charge for taking the exam.
 
The appraiser examination is 100 multiple-choice questions. The written test consists of general appraisal concepts, principles, processes, and definitions; surveying and mapping; vocabulary; appraisal processes; and valuation. The maximum time allowed for this test is three hours. The minimum passing score is 70. Your examination is graded at DOR. Grade notification letters will be sent to all applicants taking the written exam for county property appraiser 1. If you pass the examination, you will receive a registered appraiser certificate. If you do not receive a score of 70 or above, you may retake the county property appraiser examination. Please contact your testing site to discuss rescheduling and retaking the examination.

Continuing education requirements

After passing the county property appraiser 1 exam, the newly registered appraiser must complete continuing education coursework to maintain their registration. Generally that requires 60 credit hours in the first two calendar years after becoming registered and 30 credits every two years after that.
 
Use a Request for Training Credit (150-338-002) form to notify DOR of courses taken.

Annual certification

The appraiser must certify annually that they have met the continuing education requirements, even though the requirements may be completed every two years. DOR will contact the appraiser annually and ask them to sign and submit a statement that the requirements have been satisfied.
 
Request for Waiver of Training Credit (150-338-008). Continuing education requirements may be waived for the following reasons:
  • Retirement.
  • Illness or disability.
  • Military service.
  • Accident or other health problems.
