The Oregon Department of State Lands' Trust Property Program is undergoing a process to enable the transfer of the program to Oregon State Treasury (OST) in July of 2021. Authorized by Senate Bill 454 (2019), the process involves the transfer of administrative rules between agencies, in which DSL will repeal Trust Property rules while OST adopts new rules. Staff will continue to serve Oregonians throughout this process, with minimal anticipated impacts to program operations.

DSL and OST will provide regular updates to those interested in learning about the transition. Individuals and organizations can sign up for OST’s mailing list to stay informed about the rulemaking process and opportunities to provide comment. DSL filed the Notice of Proposed Rulemaking with the Secretary of State on April 27.  The public comment period will open on April 30 and close on May 28, 2021 at 5:00 PM. Public Hearing

The public hearing will be jointly administered by DSL and OST, and will take place via Cisco Webex on May 24 from 10:00-11:00 AM. Prior to the hearing, you will receive instructions to join as a panelist.
