 OPRS Overview

The Oregon Payroll Reporting System (OPRS) is a Web based reporting application to file combined payroll reports. OPRS offers benefits and features to help businesses meet their reporting requirements in a more updated and streamlined system than previously offered. OPRS was designed with you, the business owner in mind.
With OPRS, you have access to benefits and features that were not available with our other reporting systems. They are as follows:

  • Available anywhere you can access the Internet
  • Pre-filled Tax rates
  • Access 24/7
  • Available to Windows and Mac users
  • You can now file amendments electronically
  • You can now file Domestic reports electronically
  • Confirmation of filing is immediate
  • Step-by-step Wizard to assist first time filers

​​​"Frances*," the Oregon Employment Department's new, modernized system, is coming in September 2022!

Frances Online will support both Unemployment Insurance and Paid Leave Oregon, the new Paid Family and Medical Leave program. Beginning with the third quarter filing in 2022, Frances Online will replace the Oregon Payroll Reporting System (OPRS) and the Employer Account Access (EAA) portal. The system will start supporting Paid Leave Oregon contributions in the first quarter of 2023.

Frances Online will support combined payroll reporting; including Unemployment Insurance tax, Workers' Benefit Fund (WBF), State Withholding Tax, Lane and TriMet Transit taxes, and beginning in the first quarter of 2023, Statewide Transit Tax (STT) and Paid Leave contributions. In Frances Online, you will have more options for account access and filing your payroll reports as well as many new features, including assistance from a chat bot, secure messaging, viewable letters, and integration of employer tax rates.
