​File Specifications

IMPORTANT: Please review the example tab in each file format to ensure your file matches the example format. In addition, make sure your column headings are labeled appropriately to avoid errors when importing your file. 

Note-Reporting Zero Versus Blanks: 

What is the difference between entering a zero or a blank in a payroll report field?

​​Zeroes and blanks have two different values in payroll reporting. Entering a zero value means you are subject, but had zero payroll for that program. A blank means you are not subject to that program. Entering a zero when you are not subject will cause a conflict in your reporting and a letter of liability to be sent to you from that agency and/or program.

  • ​​Description: File specifications for Third Party Administrators who currently or have in the past uploaded multiple reports through the FTP process. This file specification in Frances Online will allow you to import the payroll reports without being associated to the clients. 
  • Please note: You must have an account created as a Third Party Administrator (TPA) to use this file specification.
Multiple BIN/Businesses File Specifications 
  • ​EFW2 File Specifications: MultiEFW2SpecswExample.xlsx
    • ​Description: File specifications using the EFW2 format to import reports for multiple BIN/businesses into Frances Online.
  • Fixed Width File Specifications: MultiFixedWidthSpecswexample.xlsx
    • ​​Description: File specifications using the Fixed Width format to import reports for multiple BIN/businesses into Frances Online. 
  • Excel File Specifications: MultiExcelSpecswexample.xlsx
    • Description: File specifications using the Excel format to import reports for multiple BIN/businesses into Frances Online. 
  • Comma Separated Value (CSV) File Specifications: MultiCommaDelimitedSpecswExample.xlsx
    • Description: File specifications using the Comma Separated Value format to import reports for multiple BIN/businesses into Frances Online. ​
Employer File Specifications 
In most cases, Employer designations file for a single BIN/business at any one time.

Important information: 
You will only be able to import the Form 132-Employee Wage Detail if the account you created is designated as an Employer.

File Naming Requirement: The file does not require any specific naming convention, however the tab must be named EmployeeDetailReport.

  • 2022/2023 Employer-Single BIN EFW2 Form 132 Specifications: Employer_EFW2_132_Specs.xlsx

Domestic Employer File Specifications 
In most cases, Domestic household employers with employees doing only in-home services may file the combined​ payroll tax reports annually using Form Oregon Annual (OA) Domestic.
