 Talking about Frances"Frances*," the Oregon Employment Department’s new, modernized system, is coming in September 2022! Frances Online will replace the Oregon Payroll Reporting System (OPRS) and the Employer Account Access (EAA) portal, beginning with the third quarter filing in 2022. The new system will support combined payroll reporting; including Unemployment Insurance (UI) tax, Workers’ Benefit Fund (WBF), State Withholding Tax, Lane and TriMet Transit Taxes, and beginning in the first quarter of 2023, Statewide Transit Tax (STT) and Paid Family and Medical Leave Insurance (PFMLI) contributions. *The new system is named in honor of Frances Perkins, the U.S. Secretary of Labor from 1933 – 1945 and the first woman to serve in a presidential cabinet. |
Learning About Our CustomersWe were thrilled to have over 1800 people respond to the Employers and Third Party Administrators Survey we sent in February. The survey asked current system and service questions and invited them to be part of upcoming focus group conversations. A sincere thank you to every person who took the time to respond and provide feedback. Upcoming Focus GroupsThis month, we are hosting a series of focus groups for employers and third party administrators. During each focus group, we are sharing a demo of Frances Online and giving employers and third party administrators (TPAs) the chance to ask questions and give feedback about the new system. There are 10 sessions with participants placed in groups based on their employer or filing type: - Small employers
- Medium employers
- Large employers
- Reimbursing employers
- TPAs
- Paper filers
We plan to host additional groups in the coming month, including: - Bulk filers
- Under-represented employers
- Self-Employed Employers

Data Conversion - again!We've completed our fifth (of twelve planned) Full Mock Conversion. During a mock conversion, the team extracts information from the OED mainframe system, converts it, and then loads the UI taxpayer information into Frances. The reason for these practice runs is so we are as ready as possible for “go-live” on the weekend of September 6, 2022.
