The Land Conservation and Development Commission (commission) has initiated rulemaking to implement a fee for the review of M49 claims in response to provisions in ORS 215 enacted by the legislature in 2019 and effective January 1, 2020. The provisions in ORS 215 may prompt landowners to file claims with the Department of Land Conservation and Development causing direct and indirect costs.
