Springfield Urban Growth Boundary

Introduction

On March 31, 2017, the City of Springfield and Lane County submitted an adopted amendment of the Springfield urban growth boundary (UGB) to the Department of Land Conservation and Development (DLCD) for review. The submittal was determined to be complete.

The DLCD referred it to the Land Conservation and Development Commission (LCDC) for review at their November 15-17, 2017 meeting. (See OAR 660-025-0150.) The city waived the 120-day decision deadline pursuant to OAR 660-025-150(3). A decision was postponed until the January 25-26, 2018 LCDC meeting pending review of submitted objections by the department and commission. The LCDC approved the City of Springfield UGB at the January 25-26, 2018 meeting. The notice to the city, county, and objectors is available here.

Objections to Springfield UGB Amendment

Those who participated in the local proceedings received notice of the adoption from the city and were allowed 21 days to submit an objection to DCLD. DLCD received three objections:

LCDC Decision

This matter came before the Land Conservation and Development Commission (LCDC) on November 16, 2017, and January 25, 2018. The LCDC order approving the Springfield UGB amendment was issued on March 5, 2019.
