All academic, school, special, tribal, and legally established public libraries in the state of Oregon, as well as non-profit organizations partnering with Oregon libraries, are eligible to apply for project funding through a Library Services and Technology Act (LSTA) Competitive Grant.
About
Each fiscal year, the State Library of Oregon budgets approximately 20 to 25% of the state's LSTA allotment for competitive grant projects. For the 2019-2020 funding cycle, we have awarded 11 projects a total of $477,983.
Since 2010, the program has had an average award amount of $52,029 and a median award amount of $41,542. There are typically between 10 and 15 LSTA competitive grant projects funded each year.
Project activities and expenditures should fit within the state fiscal year (July 1 through June 30), and grant funds are delivered as periodic reimbursements to the grantee for grant-related expenses. Grant recipients submit quarterly reports on programmatic progress and expenditures, as well as a final report following the end of the project year.

The deadline for final applications will be January 31, 2020 at 5pm PST. Applications will be reviewed by the LSTA Advisory Council in March 2020, and the Council's funding recommendations will go to the State Library Board for their approval in April 2020. Applicants will be notified of their application status by early May, and funded projects may begin July 1, 2020.

LSTA Project of the Year
The LSTA Advisory Council reviews final project reports each September and may recommend to the State Library Board a LSTA Project of the Year.

Criteria for identifying an exemplary project includes, but is not necessarily limited to:
- Project effectively addressed or fulfilled the stated need of the grant
- Achieved community impact
- Delivered on the outcomes
- Shared their learned experiences
- Demonstrated the ability of project to collaborate with other partners and leveraging other funding
- Showed potential of the project to have longer-term benefits and impact on an individual, an organization, a local area or a social issue
- Demonstrated innovation and/or risk
Grantees who are awarded the LSTA Project of the Year will be notified in late fall or winter following the completion of their grant project.
