Salem, OR—State Treasurer Tobias Read announced today that Rex Kim has been named Oregon State Treasury’s Chief Investment Officer. Mr. Kim will start his new position heading up Treasury’s investment division in early April.

“Rex is everything we are looking for in a CIO: smart, thoughtful, calm, and an industry leader,” said Treasurer Read. “His background as an Oregon Investment Council member provides him a unique experience and familiarity with our team and our investment beliefs, and he’ll bring welcome continuity to our investment approach. I’m thrilled that he’s taking on this important role.”

“I’m excited to be able to serve Oregon and the Oregon State Treasury in this new capacity,” said Mr. Kim, who has served on the Oregon Investment Council since 2016. “The talented and dedicated professionals in Treasury’s investment division are the best in the field, and it’ll be an honor to work directly with them on behalf of Oregonians.”

As CIO, Mr. Kim will lead a staff of nearly 60 while overseeing a globally diversified portfolio, including the Oregon Public Employees Retirement Fund, the Oregon Short Term Fund, and the Common School Fund.

Mr. Kim's background in investments spans more than 25 years, with numerous roles in asset management and investment consulting. Most recently, he worked at a Portland-based retirement plan consulting firm where he was a senior consultant advising organizations with fiduciary decisions related to their retirement plans. Previously, Mr. Kim held positions at investment consulting firms focused on the research, selection, and portfolio management of alternative investments. Prior to his work in investment consulting, he was a trader and portfolio manager for a proprietary trading firm, where he traded equity and index options and futures. A graduate of Carleton College, Mr. Kim has also served as an adjunct instructor teaching courses in finance.

John Russell, chair of the Oregon Investment Council, said, “Rex has shown himself to be hard-working and insightful during the time he and I have served together on the Council. His career as an investment manager makes him a perfect candidate, and Treasurer Read deserves credit for acting quickly to name a successor.”

Mr. Kim will succeed John Skjervem, who has served as Treasury’s CIO since November 2012. Deputy Treasurer Michael Kaplan praised Skjervem’s leadership over the past seven years, noting how it influenced the CIO recruitment. “John oversaw meaningful, long-lasting changes to our investment division, and we want to build on that important work. Not long after we let OIC members know about John leaving, Rex expressed interest in the position, which seemed too good to be true. After interviewing Rex, we knew we’d found the right person to lead the team and help further strengthen our investment program.”
