Rule Making and Public Hearing
The Board of Naturopathic Medicine is proposing several rule changes to Oregon Administrative Rules Chapter 850.   The notices have been filed with the Secretary of State and are available through the Administrative Rule Link on the agency website.   The Board has posted all of the proposed rule changes below.

Per statute and rule, the public comment period on the aforementioned proposed rule changes ends on January 15, 2020 at 9am.  However, the Board encourages you to review the rules and provide your feedback and / or suggestions to Board for consideration prior to their bi-monthly Board meeting on December 9, 2019.  (To be clear – all public comment received up to the January 15, 2020, deadline will be considered by the Board, the request for a prompt response is for Board efficiency only)

Division 30:
  The majority of the proposed rule changes in this division are not substantive in nature but serve to clarify and amend the language for efficiency.  Some rules are being repealed due to merger with other sections within the rule. OAR 850-030-0060; establishes the Military Spouse Temporary Authorization to practice Naturopathic Medicine pursuant to 2019, Senate Bill 688.

Division 40:
  Continuing Education (CE): The proposed rule changes for Division 40 clarifies the criteria and materials required for Board approval of continuing education activities and credit hours.  The proposed rules establishes the number of continuing education hours a licensee can apply to both general continuing education credits and hours earned to obtain or maintain a certification.  The proposed rule requires all licensees to annually submit proof of CE hours earned prior to annual license renewal.

Division 35:
  Natural Child Birth - OAR 850-035-0230 – Requirements for Certification to Practice Natural Childbirth

Clarifies continuing education and application requirements for Natural Child Birth Certification.

Division 60:
  Prescribing Authority; Education, Formulary 850-060-0212 - Education and Reporting Requirements for Injections, Certification for IV Chelation Therapy, Ozone Therapy, Regenerative Injection Therapy.
The purpose of the proposed changes to this rule is to clarify education and reporting requirements prior to engaging in injection therapy. The proposed rule also adds the requirement of earning a certification by engaging in specific and additional hours of continuing education prior to engaging in IV Chelation Therapy, Ozone Therapy, Regenerative Injection Therapy.
