ARP Emergency Assistance for Non-Public Schools (EANS) Program

On Thursday, March 11, 2021, the American Rescue Plan (ARP) Act was signed into law. It is a $1.9 trillion package of assistance measures, including $2.75 billion for the American Rescue Plan’s Emergency Assistance to Non-Public Schools (ARP EANS) program. These funds will remain available through September 30, 2023, for making allocations to Governors under the ARP EANS program to provide services or assistance to non-public schools that enroll a significant percentage of low-income students and are most impacted by the qualifying emergency.

Note: The ARP Act does not include an Equitable Services provision and this program is separate from the Equitable Services provision in the Elementary and Secondary School Emergency Relief Fund (ESSER I) and Governor's Emergency Education Relief (GEER I) programs under the CARES Act.

For questions about this program, please email the EANS team.

Important Dates

  • October 22nd to November 30th- The ARP EANS application window will be open to eligible schools in Oregon who serve a student population of 40% or more low-income students and are most impacted by COVID-19.

Program Updates 10/22/21

The application window for ARP EANS is now open. It will remain open from October 22nd to November 30th.

The ARP EANS application window will be open to all eligible schools in Oregon. The most significant new eligibility requirement for those schools most impacted by COVID-19 is the enrollment of 40% or more students from qualifying low income households.

The application itself will be submitted in the same Google Form format as CRRSA EANS was. It does require completion in one sitting and cannot be returned to once submitted. You will receive a confirmation from the system that it was submitted, directly upon completion. You do not need to email to get another confirmation, once you have seen this one.

We have created an example PDF version of the application form for you to use to view all questions and documentation that will be required when you fill out the application via Google Forms. This will allow you to prepare any necessary information and documents for upload, prior to filling out the form.

Additional resources of information to support your questions around ARP EANS can be found in our state FAQ document that is posted to our ARP EANS ODE Website. You can find the answers to most of your questions around the application requirements and process in this document. We have also included links to the US Department of Education’s ARP EANS website and FAQ document under the “Helpful Links” section.

If you have any additional questions around ARP EANS, that are not answered on our website, or in our FAQs, please reach out to Krista Whitney, with the ODE EANS Team.

Thank you for your support and partnership around Oregon’s private schools and students!
