Oregon Farm to CNP Noncompetitive Reimbursement Grant

The Farm to CNP Noncompetitive Reimbursement Grant (NCRG) supports eligible Child Nutrition Program (CNP) Sponsors by reimbursing for certain Oregon-grown or processed foods for use in their meal programs. This noncompetitive funding opportunity is available to all public Oregon School Food Authorities participating in the National School Lunch Program (NSLP), center-based Sponsors of the Child and Adult Care Food Program (CACFP), and Sponsors of the Summer Food Service Program (SFSP). For the 2025–2027 biennium, $3 million is allocated to the NCRG.

7/16/25 Update: Now that the 2025-2027 Oregon state budget is finalized, the Farm to CNP team is reviewing data to calculate award amounts. All eligible Sponsors that served meals through Child Nutrition Programs between July 1, 2024 and March 31, 2025 will be automatically opted in to receive an award. Informal award notifications and next steps will be shared with eligible Sponsors via their CNPweb contacts in the coming weeks. 

Reimbursement Grant Details

  • July 2025 - Informal notification of awards. Awards are calculated shortly after the State budget is finalized.
Noncompetitive Reimbursement Grant award amounts and required next steps will be emailed to eligible entity's Administrative, Business/Fiscal, and Nutrition Service Director contacts listed in CNPweb.​

Claims for the 2025–2027 grant period may be submitted retroactively for purchases made on or after July 1, 2025, the start of the grant period.


  • Fall 2025 - Formal award notification and grant agreement. 

Grantees will receive an email from an ODE Procurement Office staff member containing a formal award notification and the Grant Agreement. Sign and return the agreement as soon as possible.

For returning Grantees (those who participated during the 2023-2025 biennium), the Final Report​ is due September 30, 2025. 2025-2027 grant period claims will not be reviewed until the 2023-2025 Final Report is submitted.

  • December 30, 2025 - 25% or more of total award should be claimed.

Grantees are expected to have claimed a minimum of 25% of their award by December 2025 to demonstrate adequate use of funds. 

  • Early 2026 - Competitive Reimbursement Grant (CRG) application opens.

Grantees become eligible to apply for the CRG once their initial Noncompetitive award has been exhausted.

  • June 30, 2026 - 50% or more of total award should be claimed.

This is the halfway point of the grant period. Grantees are expected to have claimed a minimum of 50% of their award by this date. 

  • September 30, 2026 - Progress Report due.

  • December 30, 2026 - 75% of total award should be claimed.

Grantees are expected to have claimed a minimum of 75% of their award by this date.

  • June 30, 2027 - All grant purchases must be made and received.

Purchases made after this date may not be claimed against 25-27 biennium Grant funds.

  • July 29, 2027 - All funds should be processed in EGMS.

All funds should be processed in EGMS by July 29, 2027. Grant agreements will reflect a final claim deadline of 45 days after June 30, 2027, which falls on Saturday, August 14, 2027. To ensure timely processing, it is strongly recommend to submit final claims well in advance of the deadline.

  • August 14, 2027 - Grant period ends. All funds must be processed in EGMS.

No claims may be submitted or entered after this date, and no extensions will be granted. Please note, this is a Saturday.

  • ​September 30, 2027 - Final Report due.

Completing the 2025-2027 NCRG grant training is required for all participants. This biennium, there are two training options: 1) a self-guided online training and 2) a live webinar. Grantees may choose the training format that best meets their needs.
A link to an attestation of participation will be provided at the end of the training and is required to access grant awards. One attestation per grantee is required.

ODE strongly encourages all staff involved in NCRG programming, implementation, or administration to participate in a training.​

Technical Assistance

  • Oregon Farm to School NetworkThe Oregon Farm to School Network (OFSN) provides resources, technical assistance and networking opportunities to support members of Oregon’s Farm to School and school garden community in their work to incorporate healthy, local food into school meals and implement food-, farm-, and garden-based education.​

  • Regional Support. Each region in Oregon faces unique challenges and opportunities in implementing successful farm to school programs. The OFSN Regional Coordinators provide specialized technical assistance, resources, and networking opportunities specifically designed for your local farm to school community.​

  • EGMS Central Login. Login to EGMS to submit claims. ​Claims must be reviewed by the Farm to CNP team and approved prior to EGMS entry.​​

New grantees will need to complete the following steps to have an award set up in EGMS.

  • Complete an Insitution ID​ Request FormAn Institution ID number is required to access grant funds.  As a new grantee, we realize you may not know/have all the information requested on the form. Please fill the form out to the best of your knowledge. You will be notified if there is additional information needed.
  • Complete an EGMS Ac​cess Request Form (English) (Spanish​​)​ This is the platform in which you will enter your claim amounts in order to receive reimbursements. Please send the completed form to ode.egms@ode.oregon.gov
  • Complete a W-9​ F​orm​- If your o​rg​anization will be acting as its own fiscal agent, you must complete a W-9. To access the W-9 form, visit the ODE EGMS webpage. Send the completed form to ode.egms@ode.oregon.gov.​
  • Complete a Dire​ct Deposit Form​To access the Direct Deposit form, visit the ODE EGMS webpage.​ The direct deposit form will need to be mailed to the address listed on the form.

​Claim Template
For each claim, download the most recent version of the Farm to CNP Reimbursement Grant claim template.

The 2025-2027 claim template will be required starting July 1, 2025.
Claims submitted using an outdated version will be returned for resubmission on the updated template.

Claims must be submitted for review an​d pre-approved before they are entered into EGMS.​
Adequate Claiming Requirements
Grantees must demonstrate adequate claiming progress to align with the goals of the grant. This means that claim activity should generally reflect the grant period and the time elapsed within the biennium.
  • ​By December 30, 2025 (one-quarter of the way through the grant period):
    • ​Grantees must have submitted their first claim and have claimed at least 25% of their initial award to demonstrate use of funds.
  • ​By June 30, 2026 (midpoint of the grant period):
    • ​Grantees should have claimed at least 50% of their initial award.
  • ​By December 30, 2026 (three-quarters through the grant period):
    • Grantees should have claimed at least 75% of their initial award.

Allowable and Unallowable Items

    Beginning in the 2025–2027 grant biennium, the list of items allowable for reimbursement has been updated to more closely align with the core goals of the grant: to increase the purchase of Oregon-grown and Oregon-processed foods, and to enhance the variety of these foods offered in school meals. These changes are intended to support Oregon’s agricultural economy while complementing existing meal programs with local products that may not typically be part of standard menus.

    Starting July 1, 2025, pizza products, tortillas, and tortilla chips will no longer be eligible for reimbursement through the Farm to CNP Reimbursement Grant.

    -Pizza products include, but are not limited to:
    Pizza (whole or slices), pockets, sticks, bites, crust, dough, etc.

    -Tortilla products include, but are not limited to:
    Hard and soft shells, wraps, chips, etc.

Data collection through grant reporting helps to track progress across the biennium and informs the Oregon Legislature's funding decisions. Accurate reporting is essential to the program’s future and is required for all Grantees to access their awards.

Grant reporting has been simplified from previous grant periods.
