In 2019, the Oregon State Legislature directed the transfer of $10.1 million July 1, 2019 from the Statewide Transportation Improvement Fund (STIF) to the Special Transportation Fund (STF). The transfer was designed to distribute funds to transit entities to support public transportation services benefiting seniors and persons with disabilities.
The Oregon Department of Transportation (ODOT) 2019-2021 Legislatively Adopted Budget (House Bill 5039) directed ODOT to merge STF and STIF into one public transit program. To guide a smooth transition, ODOT launched a Consolidation Advisory Committee (CAC) to consider and recommend changes needed to consolidate the two programs.
The CAC completed its work in October 2019. In November, the Oregon Transportation Commission endorsed the ODOT Public Transportation Division'sSTF/STIF Consolidation Report and Plan. ODOT updated the Formula Allocation Comparison in December of 2019 to include the most recent STIF revenue forecast. This update replaces Appendix D of the STF/STIF Consolidation Report and Plan.
ODOT and its partners will bring forward the recommendation for statutory change to the 2020 legislative session. The Oregon Legislature may consider implementing the recommended concepts in February 2020.
The purpose of merging STF and STIF into one public transportation program is to increase efficiency and funding reliability for public transportation providers throughout Oregon. During the 2019-2021 biennium, ODOT plans to continue operating both programs as directed by existing statutes. If the Legislature acts to consolidate the programs, ODOT will implement the required statutory changes through an open and transparent advisory committee and public engagement process.
The CAC advised ODOT on key elements or concepts that could guide statutory changes needed to consolidate the two programs. Following legislative action on consolidation, the CAC may be reconvened to advise ODOT and/or the Oregon Transportation Commission on related potential administrative rule changes.
The CAC is composed of 17 voting members appointed by the ODOT Director. The CAC represents diverse interests from the following categories:
- Public transportation service providers: large urban, small urban, rural areas, tribes, counties, cities, and non-government agencies
- Advocates for seniors
- Advocates for people with disabilities
- Equity and environmental justice advocates
- Social and human service agencies

CAC Meeting Schedule
The CAC completed work on its recommended STF/STIF consolidation concepts in October 2019. The committee's recommendations were wholly incorporated into ODOT's STF/STIF Consolidation Report and Plan.
