Rules Advisory Committee

ODOT proposes rulemaking to establish authority specified in Chapter 288 2021 Oregon Law created through the passage of Senate Bill 420. The rulemaking process will formalize and authorize ODOT to designate and enter into community benefit contracts within existing procurement authority for ODOT heavy and highway horizontal construction projects.

RAC members represent interests from labor, contractors, workforce, public owners, community perspectives, and small and disadvantaged businesses. The RAC will review proposed Oregon Administrative Rule (OAR) language and provide feedback on potential fiscal impacts and equity impacts related to the rule changes.
