I-84: Ladd Canyon Freight & Culvert Improvement Project

​We will i​mprove traffic safety and fish habbitats along the steep Ladd Canyon grade by adding a third lane for eastbound trucks and upgrading culverts and streambeds. We will also repave 10 miles of freeway slow lanes and expand shoulders between La Grande and Ladd Canyon.​

Traffic Impact

​2019 TRAFFIC IMPACTS: Work in 2019 will include La Grande to Ladd Canyon paving, Exit 270 overpass bridge replacement, culvert and creek realignment activities near the interchange and prep work for third eastbound lane. Travelers can expect reduced speeds, minor delays and lane restrictions with one lane each for eastbound and westbound traffic through the Ladd Canyon area between MP 270 and 273.  Additional bicycle/pedestrian restrictions and I-84 access restrictions from Ladd Canyon Road will be in place, as follows:
 
2019 Ladd Canyon Road Restrictions: In 2019, I-84 westbound freeway on ramp access from Ladd Canyon Road at the Exit 270 Interchange will be restricted to accommodate the removal of the exiting bridge and the construction of the new replacement box culvert. The westbound freeway on ramp is expected to be closed from 7 a.m. to noon and from 1 p.m. to 5 p.m. during construction. The exit 270 eastbound off ramp connecting to Ladd Canyon Road will remain open, except for occasional delays to accommodate movement of equipment and materials. Specific road and ramp restriction dates have not been determined, but are expected to last from April 1 to October 31 of 2019.
 
2019 Bicycle & Pedestrian Detour: Due to the narrow configuration for single lane eastbound and westbound freeway traffic through the 2019 construction work zone in the Ladd Canyon area, pedestrians and bicyclists will not be allowed along I-84 between miles posts 270 and 273. Work zone traffic configurations that include concrete barriers separating narrow eastbound and westbound travel lanes (one lane each) will not safely accommodate bicycle or pedestrian traffic. Bicyclists and pedestrians will need to ride the local transit bus (www.neotransit.org) between La Grande and North Powder, or take the bicycle detour route that runs from La Grande (Exit 265) to Union via OR203, then from Union to North Powder via OR 237. Detour route connects to I-84 in North Powder at Exit 285. Final traffic control plans for the project will clarify work zone ADA access/detours.

2020 TRAFFIC IMPACTS: Work activities in 2020 will include buiding the third lane along Ladd Canyon grade (MP 270-273). Motorists can expect single lane travel, reduced speeds and minor delays through the work zone. 
 
2020 Bicycle & Pedestrian Detour: Some bicycle and pedestrian impacts may continue in the 2020 construction season (see above), depending on the contractor’s schedule.

Construction activities will take place in 2019 and 2020, with all work completed end of 2020.

About

​We will widen a section of the Interstate 84 eastbound freeway in the Ladd Canyon area between mile post (MP) 270.39 and 272.81, approximately six miles east of La Grande, and construct a third lane for truck traffic ascending the steep grade. This area is a bottleneck for truck traffic, especially during winter conditions.

We will replace the I-84 Ladd Creek (Exit 270) Interchange Bridge at MP 270.87 with a box culvert. The new culvert will allow enough room for the extra travel lane and help reduce icy conditions that currently plague the bridge deck in wintertime. Additional project features include improving fish passage by upgrading and/or removing culverts for Brush Creek and Ladd Creek, and realigning Brush Creek along the east side of the westbound freeway.

About ten miles of eastbound and westbound freeway slow lanes will also be repaved (grind/inlay) between Ladd Canyon and 2nd Street in La Grande (MP 271-260). Sections of the fast-lane shoulders will also be widened by three feet and repaved in this area.

I-84 | ​I-84 in Union County between La Grande and Ladd Canyon, mile posts 260 to 273.

Cost and Funding

​The project is estimated at around $30 million, wth $3.4 million funded through the Keep Oregon Moving transportation bill (HB2017).

Benefits

We will improve traffic flow and safety along the two-mile-long, 6 percent grade of I-84 through Ladd Canyon, and upgrade several culverts to improve fish passage for Ladd Creek and Brush Creek (which run adjacent to the freeway). Highway resurfacing and shoulder widening will extend the useful life of the pavement and improve safety.
