Lombard Multimodal Safety Project

Project Completed

Region 1: Portland metro and Hood River County (Portland, Multnomah)

A Safer and More Accessible North Lombard Street
Improved safety and travel-time predictability for people walking, biking, rolling, taking transit, driving and moving freight along North Lombard Street between North Fiske Avenue and North Boston Avenue.

Impacts

Traffic Impact

The Lombard Multimodal Project is Complete
Sept. 12, 2022

North Lombard Street/U.S. 30 Bypass is the 11th highest fatal and serious crash corridor in the city of Portland. On average a crash occurs every nine days on this corridor. Just over half (53%) of the crashes result in injury. We partnered with the Portland Bureau of Transportation to make a safer and more accessible North Lombard Street for all users.

Thank you to our communities, businesses and all users of North Lombard Street for your patience during this project.

Our crews added the following improvements:
  • 177 new curb ramps that meet Americans with Disabilities (ADA) requirements. This provides greater safety and access for all.
  • 91 safer crosswalks with fewer lanes to cross.
  • 2.4 miles of new buffered bike lanes improves safety for people riding bikes.
  • 1.3 miles of new pavement and center turn lanes. Converting from four to three lanes helps reduce crashes by 29%; a center turn lane helps reduce crashes by 19%.
  • Five new traffic signals help reduce crashes by 25%.
  • Two new pedestrian-activated crossings. Rectangular Rapid Flashing Beacons (RRFBs) and median refuge islands improve visibility and safety for people crossing the street.

Other ODOT Projects in the Area

We are bringing 300 sidewalk curb ramps up to the current ADA accessibility standards along an eight-mile stretch of U.S. 30 Bypass (North/Northeast Lombard Street, Northeast Killingsworth Street and Northeast Sandy Boulevard) in Portland at unsignalized intersections. The corners being upgraded along U.S. 30 Bypass are between North Syracuse Street and Northeast 165th Avenue.

About

This project improved safety and travel-time predictability for people walking, biking, rolling, taking transit, driving, and moving freight along North Lombard Street between North Fiske Avenue and North Boston Avenue. This was accomplished by reducing travel lanes to one lane in each direction and adding a center turn lane, buffered bike lanes, pedestrian-activated crossings, updated traffic signals, curb ramps that meet Americans with Disabilities Act (ADA) requirements, and wider vehicle lanes for this designated freight route. North Lombard was also repaved between North Newman Avenue to North Boston Avenue.

We partnered with the Portland Bureau of Transportation to make a safer and more accessible North Lombard Street for all users. ODOT designed and constructed the improvements. The Portland Bureau of Transportation designed and contrusted a traffic signal and ADA curb ramp improvements at the intersection of North Lombard Street/U.S. 30 Bypass and North Fenwick Avenue.

What Problem Will This Improve?

  • Improved travel-time predictability for vehicles and freight by adding a turn lane to reduce stopped vehicles and wider vehicle lanes for this designated freight route.
  • Safety for all users by reducing fatal and serious crashes by adding a center turn lane.
  • Basic pedestrian access, safety and accessibility features at many intersections.
  • Pedestrian-activated crossings and curb ramps to improve safety and accessibility for all travelers.
