Overview
As directed by Oregon House Bill 2216 of 2013, the Oregon Health Authority is using quality health metrics to show how well hospitals are advancing health system transformation, reducing costs, and improving patient safety.
Outcome and quality measures have been developed by the Hospital Metrics Advisory Committee for the Hospital Transformation Performance Program. Funds from a quality pool will be awarded to hospitals based on their performance on these measures.

Year 4 Incentive Measure Specifications
Final specifications used to produce incentive (pay for performance) measures for HTPP Years 3 and 4 are available below. Measures were produced using national and standardized specifications. Variations are noted in the documents.
Specification sheets and methodology documents for Years 1-3 of the HTPP are available upon request. These documents have been removed from the webpage to minimize confusion between the measurement years.
