Administrative Rules

The Health Care Market Oversight (HCMO) program is implemented in accordance with OAR 409-070-0000 through OAR 409-070-0085. Materials and correspondence related to rulemaking process and Rules Advisory Committee (RAC) meetings are included below.

2025 Public Comment

The HCMO program is seeking feedback about administrative rules. You can provide feedback in the following ways:

Fill out the public comment form,
Leave a voicemail at 503-945-6161 with your input and include the word “Feedback" in your message.

Please do not include private or sensitive information in your comments.

While public comment for rulemaking is open until the rulemaking process ends (tentatively February 2026), comments must be submitted to HCMO by Thursday, November 13, 2025 to be considered for the second RAC meeting.

Previous opportunities for feedback:

The Health Care Market Oversight (HCMO) program held listening sessions for its guiding principles and administrative rules.

Oregon Health Policy Board meeting: The Oregon Health Policy Board (OHPB) invited public comment about HCMO at their meeting on September 9, 2025. OHPB was specifically interested in comments about HCMO's guiding principles and framework. To watch a recording of the OHPB meeting, visit the OHPB website.

HCMO held two rules advisory committee meetings in September 2024, the recordings are linked below. In October, HCMO sent the proposed rules to the Secretary of State. HCMO held a rules hearing regarding the proposed in November. The public comments and recording link are below.

Public Rules Hearing

The Oregon Health Authority has filed notice of proposed rulemaking with the Secretary of State's office for the Health Care Market Oversight program. Please see the notice for further details, including contact information if you would like to comment on the proposed rules.
