David R. Swann has over 32 years of experience in clinical practice and behavioral health administration. He served as chief executive officer of Crossroads Behavioral Healthcare, a public local management entity in North Carolina that manages the behavioral health care across multiple counties for nineteen years until the merger of three regional behavioral health organizations in 2012. Following the merger, he served as chief clinical officer of Partners Behavioral Health Management, one of North Carolina’s managed behavioral health organizations. David retired in 2014 and continues to serve as a consultant for MTM Services, LLC, and the National Council for Behavioral Healthcare.
A senior consultant and well-known public speaker, David has extensive experience providing consultation on behavioral health program development, managed behavioral health care, creating systems of care, strategic planning, performance improvement, performance contracting, access to care, value based purchasing, leadership, coding, board governance, and integrating behavioral health and primary care.
