Gretchen Morley 

Analytic modeling, economic modeling, public policy facilitation

Gretchen Morley, principal at Morley Policy and Analytics, LLC, has almost 25 years of health policy, research and budget experience at the national and state levels. Gretchen’s consulting work focuses on providing analytic and facilitation support for public and private sector health reform efforts, including health care financing and payment approaches, state reform strategy development, and collaborative public/private health reform initiatives.

Prior to consulting, Gretchen was the director of health analytics for the Oregon Health Authority. She was integrally involved in the development of Oregon’s health system reforms through positions that included the director of health policy development for the former Office for Oregon Health Policy and Research and the director of the Oregon Health Policy Commission.

Gretchen has extensive experience with Medicaid financing, budgeting and programmatic concerns including global budgets, Section 1115 demonstrations, and health care provider taxes. She was the lead staff negotiator with CMS on Oregon’s sustainable expenditure growth rate that governs that state’s Medicaid program. Prior to coming to Oregon, she was the lead Medicaid analyst for the Federal Office of Management and Budget.
