The steering committee held its final meeting on Sept. 19, 2023. 

OHA is forming a new committee that is legislatively mandated by House Bill 2757 (2023).

Background

The Crisis System Advisory Workgroup (CSAW) Steering Committee provided the space for people and families with lived experience to:

  • Share thoughts and recommendations on the behavioral health crisis system, and
  • Ensure that the system is grounded in equity and centered on the needs of the people who will access it.

Purpose

House Bill 2417 (2021) directed the Oregon Health Authority (OHA) to implement an improved behavioral health crisis system. In June 2022, OHA established the CSAW Steering Committee to:

  • Provide community feedback on the implementation of 988 and Oregon's behavioral health crisis system, and
  • Refine and move forward the recommendations of the larger Crisis System Advisory Workgroup.

Membership

OHA initially selected steering committee members who identified as:

  • Behavioral health consumers and/or people with lived experience with mental health or addiction related needs. This included adults, youth and young adults ages 16-25, and parents or caregivers of youth under age 16.
  • Members of communities disproportionately affected by health inequities.
  • Members of communities who have experienced the inadvertent effects of an inappropriate behavioral health crisis response due to historical and systemic social injustice.
  • Individuals and families who have used behavioral health crisis system services.
  • Individuals with disabilities, and/or family members/caregivers of individuals with disabilities who may have sought behavioral health crisis services.
