Senate Bill 1067

SB 1067 was signed into law by Governor Kate Brown Aug. 16, 2017. The bill relates to government cost containment measures that directly affect OEBB and PEBB.

SB 1067 directs Public Employees' Benefit Board (PEBB) and Oregon Educators Benefit Board (OEBB) to form a combined executive committee (SB 1067 OEBB-PEBB Joint Executive Committee), and directs the committee to develop a plan for a merger of PEBB and OEBB functions and duties.

The bill also includes other OEBB/PEBB directives:

  • Appoints the executive director of PEBB as executive director of OEBB;
  • Requires the executive director to combine administrative functions and operations of both boards to the greatest extent practicable;
  • Prohibits duplicate health benefit plan coverage by public employees and opt out payments to OEBB/PEBB double-covered employees
  • Limits OEBB and PEBB’s payments to in-network hospitals to 200% of the Medicare allowable, and;
  • Directs PEBB and OEBB to use methodologies, policies and practices designed to limit annual growth in expenditures for health services and health benefit plan premiums to no more than 3.4 percent.
