Upon their admission to Oregon State Hospital, patients who have been found guilty of a crime except for insanity are classified as either "tier one" or "tier two."
Tier one patients are under the jurisdiction of the Psychiatric Security Review Board (PSRB). Listed below are offenses for tier one patients as defined in the Oregon Revised Statutes (ORS):
Any crimes not listed above are tier two crimes. Tier two patients are under the jurisdiction of the State Hospital Review Panel (SHRP) while receiving treatment at Oregon State Hospital. Once a tier two patient is conditionally released, PSRB assumes jurisdiction over the individual and will continue to monitor and supervise the person in the community for the remainder of his or her term of commitment.
